- The Naval Sea Systems Command intends to issue a competitive solicitation to produce the Signal Data Processor assembly of the Cooperative Engagement Capability (CEC) system. CEC is a sensor netting system that significantly improves battle force anti-air warfare (AAW) capability by extracting and distributing sensor-derived information such that the superset of this data is available to all participating CEC units. CEC fuses the distributed data into a fire control quality, single, air track picture that significantly improves own unit track precision, consistency and continuity; expands detection ranges; and increases reaction time. CEC also improves battle force effectiveness by improving overall situational awareness and by enabling longer range, cooperative, multiple, or layered engagement strategies. The processor set for CEC has recently been re-designed to achieve pre-planned product improvement goals in reducing the weight, size, cost, power, and cooling objectives, while maintaining CEC Baseline 2.1 functionality. The initial award would be for up to 6 signal data processor assemblies in FY 2006 with priced options through FY 2010 for an additional 82 units. Installation and Checkout (INCO) Kits and initial spares will also be solicited and will be full signal data processor units as the full unit is the lowest repairable unit (LRU) (i.e., box level sparing). The initial INCO/spares award would be for up to 5 signal data processor assemblies in FY 2006 with priced options through FY 2010 for an additional 13 units. First delivery is scheduled to begin 12 months after contract. A firm fixed price contract will be solicited. This assembly provides the core of the CEC system and provides the processing capability for sensor track fusion. A competitive solicitation is expected to be issued within the next 60 days. The requirement will be based on a design specification that was manufactured and tested in FY 2005. The source selection will be based on a best value determination.
