Description
The Department of Homeland Security (DHS), Customs and Border Protection (CBP), Office of Border Protection (OBP) is conducting a Sources Sought Request for Information (RFI) Market Survey in accordance with FAR Parts 10 and 15.201(e). This notice neither constitutes an Invitation for Bid (IFB) or a Request for Proposal (RFP), nor does it restrict the Government to an ultimate acquisition approach. The Government is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this Sources Sought RFI; all costs associated with responding to this notice will be solely at responder expense. Not responding to this notice does not preclude participation in any future procurement actions, if any. The OBP is looking for sources that could provide the Government with imaging system components, collectively entitled the Imaging System Bundle (ISB), which can provide highly mobile detection systems to support Border Patrol enforcement activities. The ISB, if procured, would be installed and integrated on current and new tactical and strategic mobile detection platforms. These platforms are intended to provide OBP with highly mobile detection systems to support enforcement activities. The system bundle would consist of a long-range thermal (night) imager and/or mid-range thermal (night) imager, commensurate visual (day) camera, pan & tilt unit, control box (receiver/driver), controller, wireless communications equipment, monitor, control cables, and any other components necessary to install the system on new or existing vehicles and mobile platforms. The ISB is intended to comprise all of the necessary equipment and peripherals needed to provide capabilities on either an existing or new physical platform. Monitoring and control of this system is intended to be both hard-wired and remote wireless in nature to provide dual monitoring capabilities. Additional information is provided in the file attached to this RFI entitled ?Imaging System Bundle? which requires Microsoft Word to open. See note 25. Vendors who feel that they can provide the above equipment shall fully identify their interest and submit their capabilities to meet the above requirements within 30 days after the publication of this synopsis. Responses received after 30 days or without the required information will be considered non-responsive to the synopsis and not be considered. Responses to this RFI must include a cover page with company name and address and contractual / business and technical contact information to include e-mail, fax, telephone, and web page (if applicable). Responses should also include identify any existing Government or commercial contracts for these or similar components, including: the organization / agency, point of contact, and contract / purchase order number; an explanation of how the component technologies meet the technical requirements listed in this attachment to this RFI; and, any and all vendor, as well as independent, evaluation results of laboratory and/or field-testing of component technologies described. Vendors are requested to correlate their equipment?s capabilities with the government?s requirements as specified in the RFI attachment entitled ?Imaging System Bundle? and provide a matrix that cross references their response with the specified government requirements. Written submission should consist of one original and four copies. One CD containing the RFI response is requested. The submission of demonstration electronic equipment, imagers, hardware etc. is not desired at the current time. The Government is not requesting, nor will it evaluate, presentations or demonstrations as a Vendor direct response to this RFI. The Government may, however at its sole discretion, schedule presentations and or demonstrations at a later time as part of it?s Market Survey. Questions regarding this RFI must be submitted in writing via email to one of the points of contact indicated below. Vendors are cautioned that any and all information submitted in response to this RFI could be used in future procurement actions, e.g. RFP or IFB. This announcement is for purposes of providing information to improve understanding of the Government requirement and industry capability and is for information and planning only. Industry must not construe this announcement as a commitment by the Government and any information submitted by industry will not constitute an offer that could be accepted by the Government to create a binding contract.
