- The U.S. Coast Guard (USCG), Maintenance and Logistics Command Atlantic intends to issue a firm fixed price contract for drydock repairs to the USCGC MALLET (WLIC-75304), a 75 foot Inland Construction tender and 84 foot barge, at the contractor?s facility. The Coast Guard intends to issue this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS Code is 336611 and the SIC is 3731. This procurement is geographically restricted from Brownsville, TX to Carrabelle, FL via Intra-Coastal Waterways. All interested small business may submit a quote, which shall beconsidered by the USCG. The Request for Quotations (RFQ) will be issued on or about 11 January 2006 with quotes due on 7 February 2006 via the Federal Business Opportunities (FEDBIZOPPS) web page at www.eps.gov. The RFQ number will be HSCG80-06-Q-3FA748. It is incumbent upon contractors to monitor the FedBizOpps site for RFQ release and all subsequent amendments. This RFQ will be issued as a 100% set-aside for small business. The government will award a firm fixed price contract resulting from the RFQ to the responsible quoter whose conformance to the RFQ will be most advantageous to the government, price, and other factors considered which will be identified in the RFQ. The government reserves the right to cancel this solicitation, either before or after the bid opening/closing date. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). Drawings are still available in hardcopy; however, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard for requested drawings. The home pier of the vessel is Corpus Christi, TX. The vessel?s availability is for seventy-nine (79) calendar days, starting on/about April 17, 2006. The scope of this acquisition is for drydock repairs of various items aboard the USCGC MALLET (WLIC-75304). The work will include, but is not limited to welding repairs; clean sewage holding tank, preserve sewage holding collection tank, remove, inspect and reinstall propeller shafts, remove, inspect, and reinstall propellers, perform minor repairs and reconditioning of propeller, clean, inspect, and test grid coolers, clean exhaust pipes, preserve transducer hull rings, overhaul and renew valves, inspect and overhaul duplex sea strainers, remove, inspect, and reinstall rudder assemblies, renew tender push knees, preserve barge spuds and spud well surfaces, inspect various deck fittings, preserve barge buoy deck, preserve tender main deck, coating system visual inspection, painting of draft marks on barge and tender, preserve freeboard, routine drydocking, provide temporary logistics, renew hatches, renew crew?s head toilet foundation, protect hydraulic ATON crane, overhaul facing winches, SSDG replacement, Ultrasonic testing, provide access to various compartments for ship?s structure and machinery evaluation board inspection, and GFP report IAW solicitation. . All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualifications procedures.
