Description
The U.S. Department of Commerce, National Institute of Standards & Technology (NIST), Electromagnetics Division proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with the University of Massachusetts to develop technologies to enable spectroscopy and imaging at terahertz frequencies (THz). In particular, we are developing heterodyne detection systems to deliver state-of-the-art sensitivities that approach the quantum limits for detection efficiency and noise. In order to accomplish the requirements of this program, the Division needs outside assistance to develop ultra-low noise front-end heterodyne detectors based on hot-electron bolometers (HEB) and quasi-optical coupling techniques to couple radiation into these detectors. The Division requires a contractor with detailed expertise in fabrication and characterization of HEB-based THz technologies and terahertz technologies. Work will be a collaborative effort and conducted on site at the NIST Boulder Laboratory Campus in Boulder, Colorado. The following tasks are to be completed in the seven month time period: 1. Antenna-coupled HEB devices fabricated at NIST?s clean room facility. 2. HEB devices integrated into a quasi-optical mixer block system. 3. Characterization of the DC performance of the HEB devices at cryogenic temperatures. 4. Characterization of the noise temperature performance of the HEB devices. 5. New antenna designs based on quantitative simulations of the electromagnetic properties at different terahertz frequencies. 6. Characterization of the microwave performance of the IF components of the noise temperature measurement system. 7. Demonstration of a terahertz imaging system based on these state-of-the-art heterodyne detection systems. The contract period is February 26, 2006 through September 30, 2006. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. No competitive solicitation is planned. Based on our market research, the University of Massachusetts is the only contractor who can meet the requirements of this procurement. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
