Description

The Department of State is issuing this notice of intent to negotiate a sole source procurement with Northrop Grumman Systems Corporation to provide support for existing Northrop Grumman Decision Agent (DA), MailRoom, and Enhanced Communications Gateway System (ECGS) software products residing on a primary and redundant system at the Beltsville Messaging Center. The services being procured are renewal of telephone and software support and annual software subscription services on a 24-hour/7 days a week schedule. DA, MailRoom, and ECGS are proprietary software products to Northrop Grumman Systems Corporation/California Microwave Systems (NGSC/CMS), which has not licensed its proprietary software, annual maintenance, or training to any other entity. Support of these products requires access to the source codes and a system of product configuration and testing capabilities. The Department intends to award a contract with a 12-month base period and two 12-month option periods. The statutory authority is 41 U.S.C. 253(c)(1), Only one responsible source. The applicable NAICS code is 541519. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by January 19, 2006. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
