- SOURCES SOUGHT REMOTE SENSING AND SPATIAL INFORMATION TECHNOLOGY APPLICATIONS PROGRAM The Department of Transportation (DOT), Research and Innovative Technology Administration (RITA) plans to issue a Request for Proposal (RFP) for administrative and management functions of the Commercial Remote Sensing and Spatial Information Technologies (CRS&SI) Program. Sources will provide administrative support (i.e., logistical support, tracking and monitoring progress of initiatives and project awards, convening committees etc.), technical support (i.e., commercial remote sensing, spatial application technologies, navigation and timing technologies etc) and program support. See attached Statement Of Work (SOW) for complete details. Award of a fixed price contract (base contract with three one (1) year option periods) is anticipated. A decision on the acquisition approach (i.e., full and open competition versus an 8(a) or other set-aside competition) has not been made; a combined synopsis/solicitation will be issued once a determination has been made. The solicitation will ultimately be distributed electronically via the Government?s electronic posting Web site at http://www.eps.gov under the Department of Transportation, OST, Acquisition Services under announcement number DTOS59-06-Q-00013. This synopsis is for information and planning purposes only. It is not a notice of a solicitation, and does not constitute a Government agreement to contract. Interested sources must submit the firms name, address, phone number, contact name, business entity (i.e., large business, small business, 8A, hubzone, whether you hold a GSA/GWAC schedule, etc.,) under NAICS codes 541614 and a brief description, not to exceed 3 page, explaining how you meet the requirements of this synopsis. Specifically, (1) the extent of staff capabilities available to perform the functions of the support office, (2) prior experience related to technical and administrative functions of the support office and (3) existing operations or planned office space in proximity (within 10 miles) to DOT HQ offices. Large business, small and disadvantaged businesses are encouraged to team in support of one DOT contract. Responses are required by 2:00 pm EST on Monday, January 30, 2006. Any entity responding to this SOURCES SOUGHT should ensure that its response is complete STATEMENT OF WORK REMOTE SENSING AND SPATIAL INFORMATION TECHNOLOGY APPLICATIONS PROGRAM 1) Background DOT/RITA requires the services of a technical and Administrative support team to assist the program manager in the administrative and management functions of the Commercial Remote Sensing and Spatial Information Technologies (CRS&SI) Program . The support team will provide administrative and technical support on task order basis to accomplish the following this notice is for receiving capability statements from all interested parties. A four year program on application of Commercial Remote Sensing and Spatial Information Technologies (CRS &SI) Program is authorized in the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users of 2005 (SAFETEA-LU). The purpose of the CRS&IT Program is to validate new applications to national transportation infrastructure development and construction. The program will focus on major initiatives for validation of application of CRS and SI and integration with other space based technologies for achieving smarter and more efficient transportation. 2) Administrative and Technical Support Functions Administrative Support: Administrative support capability required to support the program manager will include: a) Logistical support to the review and award process for technical proposals received under program solicitations b) Tracking and monitoring periodic progress of initiatives and project awards c) Arranging and convening committees of experts for program review and evaluation process d) Developing program progress reports and agency releases for outreach on the program and e) Organizing program outreach meetings with state department of transportation and national meetings with transportation research community and CR&SI stakeholders Technical Support: Technical support capability required to support the program will cover science and technology areas applied to CR&SI and space based technology applications to transportation including in the following areas: a) commercial remote sensing including sensor systems , imaging platforms such as satellite, aerial and unmanned air vehicles and imagery analysis b) Spatial application technologies including global positioning system related position , navigation and timing technologies , related ground augmentation systems and information processing and c) Geospatial Information Systems (GIS) applications and d) capability to provide , on demand basis , technical experts in science and technology tasks for the program from time to time. Program support Office: The program support team will be required to work in facilities close to the DOT HQ office (Currently at 400 Seventh Street SW in Washington DC. The DOT HQ is planned to move to a new facility near the Navy Yard at SE Washington by FY 06). RITA will make available limited on site office space to house the administrative staff for the program. RITA funding available to support contractor will be based on task requirements each year and is expected to annually average below about One Million Dollars. Capability Statement Requirements An interested party must be able to demonstrate extensive experience with, and ability to perform, the kind of work described in this notice. Such documentation may include, but not be limited to, contracts both governmental and commercial, that the proposer has performed, references, i.e., names, titles, telephone numbers, and any other information that documents the proposer?s capabilities, e.g. awards, commendations, etc. A response must contain the following information: 1) A one-page corporate summary and 2-3 pages summary of the interested party?s relevant prior work; 2) Resumes of key individuals (documenting expertise and field experience) in the technical and administrative areas of interest; 3) References (name and contact information) for whom the interested party has performed similar work; 4) Identification of any current negotiated GSA schedule, government contract, or commercial Pricing rates; and Selection Process: A Government evaluation panel will review the capability statements submitted in response to this announcement using the following criteria and select candidates to submit a proposal: 1) Extent of staff capabilities available to perform the functions of the support office 2) Prior experience related to technical and administrative functions of the support office 3) Existing operations or planned office space in proximity (within 10 miles) to DOT HQ offices Those being requested to submit a proposal will be given a Statement of Work and will be informed of specific evaluation criteria and procedures for submitting proposals.
