- Description
- The following is a requirement for one year coverage plus 2 one year option periods for a Preventative Maintenance Service Contract for an Uninterruptible Power System (UPS) AP526 25-750 KVA Series 500 ? Extended Full Service with coverage for sealed batteries described as follows: Battery Model # PRC12110 for 2 each, and 1 each Battery PRC12220. The period of performance shall start on Feb. 1, 2006 and run through Jan. 31, 2007. The intended source is Liebert Corporation located in Richardson, Texas, since this corporation supplied, and maintained this equipment. The anticipated award date is Jan. 31, 2006. All responsible sources may submit a quote which shall be considered by USUHS. The maintenance will be in accordance with the following Statement of Work: Part I- Uninterruptible Power Systems 25-750 KVA Series 500 ( Extended Full Service) A. Service Summary - One semi-annual and one annual PM inspection scheduled by the UIS staff at their convenience. - Includes emergency service labor needed during the term of the contract. - Includes all parts (except batteries) and travel. - Performed by well-trained Customers Engineers. - Includes 1-800 or local phone call Customer Response Center. B. Service Performed I. Semi ?Annual Checks and Services 1. Performed a temperature check on all breakers, connections, and associated controls. Report and if possible repair all high temperatures areas. 2. Perform a complete visual inspection of the equipment including subassemblies, wiring harness, contacts, cables, and major components. 3. Check module(s) completely for the following: Rectifier and inverter snubber boards for overheating. Check power capacitor for swelling, or leaking oil. DC capacitor vent caps that have extruded more than 1/8? 4. Record all Voltage and current meter readings on the module control cabinet or the system control cabinet. 5. Measure and record 5th, 7th, and Total harmonic trap filter currents. 6. Visual inspection of the battery room to include: Check for NO-OX grease or oil on all connections. (If applicable) Check battery jars for proper liquid level. (If flooded cells) Check for corrosion on all the terminal and cables. 7. If repairs are necessary check with UIS staff for scheduled downtime. Note: The battery inspection listed above is only a visual inspection and in no way replaces a full preventive maintenance program on the battery system. II. Annual Checks and Services Include the Above, Plus 1. Check the inverter and rectifier snubbers for burned or broken wires. 2. Check the following for tightness: - Spillover diodes - AC capacitor nuts - All power connections - DC capacitor screws - Control and crimp connections - Inverter gate drive boards and crimps 3. Check power capacitors for swelling or leaking oil. 4. Check fuses on the DC capacitor deck for continuity. 5. Redundant systems: Check with UIS staff prior to and then simulate a failure in one module at a time to insure a proper transfer to bypass. 6. Calibrate and record all electronics to system specifications. Part II-Sealed Cell Stationary Battery (Extended Full Service) A. Service Summary - Three quarterly and one annual PM inspection scheduled by UIS staff at their convenience. - Corrective Labor and battery disposal included. - Will provide 100% parts and batter jars as required. - Performed by well-trained Battery Specialist or Customer Engineer. - Includes 1-800 or local phone call Customer Response Center. B. Service Performed I. Three Quarterly Inspections 1. Inspect the appearance and cleanliness of the battery and the battery room. 2. Measure and record the total battery float voltage and charging current. 3. Visually inspect the jars and covers for cracks and leakage. 4. Visually inspect for evidence of corrosion and clean if necessary. 5. Measure and record the ambient temperature. 6. Verify the condition of the ventilation equipment, if applicable. 7. Verify the integrity of the battery rack/cabinet. 8. Randomly measure and record representative cell temperatures. 9. Measure and record the float voltage of all cells. 10. Randomly check the tightness on 10% of the inter-unit connectors, when unit can be taken off-line 11. Randomly check 10% of the battery connection resistances (when applicable) and internal impedance of all units. 12. Provide a detailed written report noting any deficiencies and corrective action needed, taken and/or planned II. One Annual Inspection Consisting of the Above, Plus 1. Retighten all battery connections to the battery manufacture?s specifications. 2. Measure and record all battery connection resistances in micro-ohms, when applicable. 3. Measure and record internal impedance readings of all batteries. III. Corrective Maintenance Performed as Required 1. Refurbish cell connections as deemed necessary by the detailed inspection report. 2. Provide labor to replace cell as required. 3. Provide parts and battery cells as required. 4. All complete battery systems not requiring full replacement by fifth year of consecutive coverage (by Jan 2008) will be replaced automatically at no additional cost. Battery disposal included as required, providing documentation of proper and legal disposal, meeting EPA requirements. USUHS is located in Bethesda, Maryland. The following most recent version as of the issue date of this solicitation of FAR clauses applies to this requirement: 52.212-1, 52.212-3, 52.212-4, and 52.212-5. Each contractor shall submit an offer with the following information: Federal Tax Identification Number (TIN); Dun and Bradstreet Number (DUNS); and business size. All contractors must be registered in the Central Contractor Registration (CCR) prior to contract award. Contractors may register in the CCR on the internet at http://www.ccr.gov. All responsible sources may submit a quote which shall be considered by USUHS. The due date for quotes is extended from Jan. 5, 2006 to Jan. 9, 2006. There are 30 batteries on each string, for a total of 90 batteries. The batteries were last replaced in the fall of 2004. It is not required on the maintenance contract that the contractor replace the complete battery system during the 3 year duration of the proposed order at no additional cost. The battery service shall include at least parts, labor and battery jars as required - up to 10% of the battery string per year (not accumulated over the contract term.) The Uninterruptible Power System shall include 100% parts excluding batteries and air filters coverage. The contractor shall sign in with Maria Hunt, or other appointed Government Representative for each maintenance action at USUHS under this agreement.
