Description

The Social Security Administration intends to negotiate solely with IBM Corporation, 6710 ROCKLEDGE DR., Bethesda, MD 20817-1826, under the authority of Federal Acquisition Regulation (FAR) Part 13.106-1 (b) (1) as the Contracting Officer has determined that the circumstances of the contract deem only one source reasonably available. Application Time Facility (formerly Tic Toc) Software is installed on Systems 81 and 83. IBM Corporation owns all proprietary rights to the software's source codes and is the only responsible sole source for maintenance, updates, fixes, along with software upgrades; no other source can maintain the software or provide the relevant software upgrades. The Government anticipates the award of a firm-fixed purchase order for the maintenance and software license upgrades for the period of 01/11/06 through 01/10/07. Other organizations possessing requisite expertise and resources are invited to submit information concerning their capabilities, expertise, as well as other pertinent data (i.e. pricing). Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. This is not a request for quotation. The Government does not intend to pay for the information received. If SSA does not identify other acceptable sources capable of providing the software maintenance and relevant upgrades, SSA shall issue a sole source award under FAR Part 13 Simplified Acquisition Procedures. Responses to this notice should be submitted by January 11th, 2006. Requests for copies of a solicitation will not be honored or acknowledged. Oral communication is not acceptable.
