Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposal are being requested and a written solicitation will not be issued. Solicitation number HSSS01-06-R-0005 is issued as a Request for Proposals (RFP) through Federal Acquisition Circular 01-07. The Government intends to negotiate for the purchase of one (1) Manufactured Home (Mobile Home) as further described in the attached Statement of Work to be used as a mail sorting facility. Written proposals will be accecpted at the email address provided in this solicitation. Fax proposals are also acceptable when addressed to the attention of Steve Ochs at (202) 406-6801. Answers will be provided to all questions that are received no lated than January 13, 2006. Statement of Work Purpose: The purpose of this statement of work is to provide information regarding the construction, delivery and installation of a customized build-to-suit mobile building to our Remote Delivery Site located at the Anacostia Naval Annex. This building is to have a 5 year warranty. Scope to Work: The builder shall provide all the materials, labor, and supervision necessary for the completion of the following: 1. Build-to-suit one 14 foot X 60 foot painted wood trailer (color to be chosen at a later date) 2. The trailer should have 4 rooms plus a closet (layout to be provided at a later date): a. office with 2 work stations (168 SF) b. break room (126 SF) c. bay area (500 SF) d. restroom (36 SF) e. closet (10 SF) with hanging rod 3. Roof ( type to be determined at a later date) must be painted a light color (to be chosen at a later date) 4. The space above the ceiling should have an attic fan and be vented on both ends 5. The trailer must be built according to fire code and life safety codes and be provided with the proper fire and smoke detection alarms, etc. 6. The trailer should be equipped with 5 standard size windows 7. The restroom should have the following: a. toilet and sink b. soap dispenser and paper towel dispenser c. hot & cold running water d. holding tank e. exhaust fan f. all inside & outside plumbing should be protected from freezing/frost 8. The trailer should have two split ductless heating pump ventilation air condition systems 9. There should be two 5 foot wide, standard height metal double exterior doors (locations to be determined at a later date) 10. There should be one standard size metal exterior door 11. Each exterior door sets should have heavy duty hardware and a high security level lockset (information to be given at a later date) 12. All exterior doors jams must be reinforced by 2 x 4 wood studs and each must have three 4? hinges 13. All exterior door frames must be reinforced and must have heavy duty closers on them 14. All walls should be the standard 2 x 4 construction walls, plus ?? thick sheetrock with 3 ?? insulation within the walls 15. In addition to the above, the interior walls in the bay area should also have a painted 1/2? thick laminate (i.e., plywood, wafer board, or strand board) with a cap placed over the existing walls; starting from the floor up to 4 feet from finished floor 16. The floor is to be every 12? on the center place joist 17. The floor will need to be reinforced with a 5/8? tongue & groove plywood, strong enough to hold a 1500 lb safe, covered with a 1/4? thick industrial grade 18? square washable rubber matting glued to the structured floor 18. The electrical, phone and data needs: a. two man office ? 2 data outlets, 3 phone outlets, 2 quads and 4 duplex electrical outlets b. break room ? 1 wall phone outlets, electrical outlets for the refrigerator, microwave and 2 duplex electrical outlets c. bay area - 1 phone outlet, 6 duplex electrical outlets 19. Maximize standard lighting with light switches should be installed throughout the interior 20. Standard lighting should be placed over the exterior doors on the outside of the building 21. All rooms are to be painted (color to be determined at a later date) 22. The break room is to have a 5? counter top with overhead and base cabinets, standard size kitchen sink with hot and cold running water 23. The 2 man office is to have two (2) built-in desks with drawers plus two (2) file cabinets (approx. 36? W x 26? H x 20? D) 24. The bay area is to have two (2) built-in counter tops on both sides of the trailer; each counter top is to be approx. 20? L x 32? H x 22? W 25. The bay area is also to have an emergency shower and eye wash area with hot and cold running water and a paper towel dispenser The Contractors Responsibilities The contractor shall coordinate all proposed work schedules with the U. S. Secret Service?s coordinator. The contractor is responsible for removing all scraps and debris and placing them in the dumpster or designated trash site. All the debris associated with the project must be removed before the project is considered completed. All the deliveries should be scheduled by the contractor and coordinated with the USSS?s representative giving times and dates. All the on and off loading of equipment and materials is the responsibility of the contractor. The contractor is responsible for delivering, installing and leveling the trailer. The contractor must install a removable skirt that encompasses the trailer. The skirt must have a door access with a lock. Temporary steps (needed for approximately 2 months) must be provided. Other Requirements All the personnel working under this contract must be U. S. Citizens. They shall be subject to and successfully pass a police background investigation prior to being admitted to the Anacostia Naval Annex. Upon contract award, the contractor will be provided with the U. S. Secret Service?s Contractor Personnel Access forms. The contractor must submit the completed forms within five (5) days after the contract has been awarded to the Contracting Officer?s Technical Representative (COTR).
