- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented by additional information included in this notice. Fuel Oil, Burner #6, NSN 9140-00-247-4354, Line Item 664-55, NAVFAC; Building CD 8 off Interstate 564 behind dispensary; Norfolk, VA 23511, ordering period January 23, 2006 through April 28, 2006. Delivery is FOB Destination of 1,260,000 Gallons via Tank Truck into 2/250,000 gallon tanks, Minimum Delivery 6,000 gallons. Approximately three (3) loads per day Monday through Friday including Holidays of approx. 6,000 gallons per load which is approx. 18,000 gallons per day and approx. 90,000 gallons per week. Note: Delivery hours are 0730 - 1400. Fuel Oil, Burner #6 (FS6) maximum sulfur content 2.00%. Volume correction to gallons at 60 degrees Fahrenheit is required for all deliveries. All deliveries must include the following: Name of supplier, date fuel oil was delivered; volume of oil delivered in the shipment, and statement that the oil complies with ASTM spec for burner oil #6 and actual sulfur % of fuel oil delivered. Solicitation SP0600-06-R-0202 is being issued as a request for proposal and constitutes the only solicitation; a written solicitation will not be issued. Solicitation SP0600-05-R-0031 as amended by Amendments 0001 through 0010 is incorporated by reference. The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-06 effective October 31, 2005. The NAICS code is 424720 and the small business size standard is 500. DESC anticipates conducting discussions with offerors submitting proposals under subject solicitation, but reserves the right to make contract award based on the initial offer submitted. The provision at 52.212-1 - Instructions to Offerors?Commercial Items, applies to this acquisition. Offerors are advised to include a completed copy of 52.212-3, Offeror Representations and Certifications--Commercial Items, with their offer. Contractors who have been awarded a contract as a result of offers submitted for Solicitation SP0600-05-R-0031 may reference those completed certifications, state that the completed certifications are current, accurate and complete and agree to notify the Contracting Officer of any changes, in lieu of completing the provision 52.212-3. The provision at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The Government contemplates award of a Requirements Type, Fixed Price with Economic Price Adjustment contract resulting from this solicitation. After award, the contract price will escalate / de-escalate in accordance with Clause B19.19.100 Economic Price Adjustment (PC&S) (DESC JAN 2005) as stated in the reference package. Offer price should be based on the reference price in effect on December 12, 2005, which is as follows: $1.096726. The reference price is composed of two PLATTS listings: 50% of #6 1.0/NY/SPOOT/CARGO and 50% of #6 3.0/NY/SPOT/CARGO. Elements that should be included in the offer are as follows: price and any exception to the terms and conditions.
