- Work consists of furnishing all labor, materials, tools, expertise, testing, surveying, equipment, reports, samples, warranties, and transportation necessary to Repair the De-icing Facility at McConnell AFB, KS 67221. The principal items of work shall include, replace three existing valve access manholes, replace all existing valves, replace all existing electric power and control equipment, and replace existing concrete slab located over existing underground storage tank. This is a Request for Proposal (RFP), Performance Price Trade-Off (PPTO) solicitation. There will be no public bid opening. Award will be made based upon Best Value to the Government in accordance with FAR 15 and the terms in the solicitation. The period of performance is expected to be 150 days. This will be awarded unrestricted in accordance with the Small Business Competitiveness Demonstration Program. The magnitude of construction is between $100,000 and $250,000. The NAICS code for this requirement is 237110. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities (FedBizOpps) Web Site at http://www.fedbizopps.gov/. Potential offerors are responsible for monitoring this site for the release of the solicitation package, which should be on, or about 23 January 2006 and any other pertinent information and for downloading their own copy of the solicitation package and drawings. Potential offerors MUST register at http://www.fedbizopps.gov/ in order to receive notification and/or changes to the solicitation. All contractors MUST be registered in the Central Contractor Registration database and ORCA database or their proposal will not be considered. Contractors can obtain further information on the Central Contractor registration (CCR) and ORCA registration at web site http://www.ccr.gov/ and http://orca.bpn.gov/. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs. The anticipated date for contract award is 15 March 2006. Per AFFARS 5352.201-9101: an ombudsman had been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timlines for any other processes (e.g. agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
