- The Contracting Center of Excellence (CCE), on behalf of the Office of the Chief of Chaplains intends to award a sole source contract to Chagnon & Reina Associates, INC, 560 Black Bear Run, Stowe, VT 05672-5035 for the procurement of a research based , survey instrument to provide metrics for trust building behaviors in leaders and organizations. This requirement will be a 100% small business set-aside. The North American Industry Classification System Code (NAICS) is 541611 with a small business size standard of $6.5 million. This training will offer leadership feedback assessment and team building tools to lead this process. Chagnon & Reinas instrument is the only model and survey of its kind. Chagnon and Reina have developed research-based measurem ent tools that are statistically validated and demonstrate construct reliability. As such, they are only professionals available with the expertise and experience to satisfy this requirement. This announcement is in accordance with FAR 6.3. Interested parties may identify their interest and capability to respond to this requirement within the ten (10) days of this announcements posting date of 6 January 2006. This notice is not a request for quotes. There is no solicitation document and a wr itten RFP will not be available for competitive proposals. A determination by the Government not to compete this requirement based upon any responses to this notice is solely at the discretion of the Government.
