Description

The U.S. Fish and Wildlife Service is soliciting proposals for the construction of a new visitor center in Kodiak Alaska. The project site is physically located at the intersection of Mission Road and Center Street in Kodiak Alaska. The project includes the construction of a two story building approximately 8,000 square feet in size, site grading, parking lot, utilities, and landscaping. Project also includes the fabrication and preparation of all exhibit and interpretive elements which includes approximately 3,000 square feet of interior interpretive display area. The successful contractor shall provide all personnel, equipment, tools, materials, supervision and other items and services necessary to perform and complete the building construction as well as the interpretive fabrication and preparation. This project will be procured using the Two-step method. The solicitation will be issued around January 13, 2006, with a proposal due date of February 13, 2006, at 2:00pm Step-One shall consist of a technical proposal and shall not include prices or pricing information. Offerors shall submit proposals that are acceptable without additional explanation or information. The government may make a final determination regarding a proposal's acceptability solely on the basis of the proposal as submitted, and the government may proceed with the second step without requesting further information from any offeror, however, the Government may request additional information from offerors of proposals that it considers reasonably susceptible of being made acceptable, and may discuss proposals with their offerors. Notice of unacceptability will be forwarded to the offeror upon completion of the proposal evaluation and final determination of unacceptably. Only one technical proposal may be submitted by each offeror. Offeror's proposals that are found acceptable by the Government based on the initial proposal, or as a result of discussions during Step-One, will be considered for award. Those successful offerors will then be asked to submit sealed bids during Step-Two. Step-Two will consist of the government providing the successful offeror's with the final construction documents for the offeror to prepare their sealed bid. The bids submitted in Step-Two must be based only upon the documents provided by the government. The construction cost range will be between $1,000,000 and $5,000,000. It is anticipated that construction will commence during the construction season 2006 and shall be completed no later than July 2007. Synopsis of Step One Evaluation Criteria: 1. General (Prime) Contractor Past Performance with the following sub-elements: a) Projects of similar scope; b) Quality of Work; c) Compliance with Performance Schedule; d) Accuracy of Construction Bids; and e) Satisfaction of End User. 2. General (Prime) Technical Capabilities with the following sub-elements: a) Qualifications and experience of team; b) Cooperative experience of team; c) Efficiency of subcontractor team; d) Qualifications of Construction Team; and e) Completeness of proposal. 3. Interpretive Fabricator Past Performance with the following sub-elements: a) Projects of similar scope; b) Quality of Work; c) Timeliness of Performance; d) Business relations; and e) Customer Satisfaction. 4. Interpretive Fabricator Technical Capabilities with the following sub-elements: a) Key Personnel and Facilities; b) Design staff; and c) Fabrication staff demonstrate expertise. 20% Bid Guarantee will be required for Step Two and 100% Performance and 100% Payment Bonds will be required after award.
