Description
This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Sought Synopsis is in support of a market survey being conducted by the Navy to determine potential sources capable of fulfilling a requirement for transmitters to support a countermeasure development project. The contractor/s shall provide RF amplifiers to produce greater then 100 watts of CW RF power in the 9 to 10 GHz frequency range and/or greater then 2 kilowatts of pulsed RF power in the 13 -15.5 GHz frequency range with 1% duty. Both Transmitters must have at least 20% prime power to RF power efficiency. The contractor shall provide current capability to manufacture and deliver 2 to 4 transmitters within 6 months of contract award date. The transmitters must have a high reliability for continuous operation on air platforms. The contractor shall provide full specifications on one or both transmitters at contract award date. The contractor shall provide experience in DOD security policies and procedures. The contractor shall be required to operate in classification environments that require security clearances up to the Secret level. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this Sources Sought Synopsis. The expected period of performance and support is for 12 months, with option for additional units. The proposals will be evaluated based on RF power, prime power efficiency from 28VDC, size, and reliability. Potential offerors are not restricted to the listed NAICS code. Your proposal should reflect the NAICS code for which you qualify under. The contractor shall provide transmitters on a fixed price basis. The Government requests interested offerors submit two (2) copies of their capability response no later than 4:00 p.m. local time, on January 17, 2006.
