Description
The United States Department of Agriculture (USDA), Office of the Chief Financial Officer (OCFO) is seeking proposals for modernization of the USDA Corporate Financial Management Systems through replacement of the current core financial management system. This replacement acquisition is known as the USDA Financial Management Modernization Initiative (FMMI). The primary objective of the FMMI is to improve financial management performance by efficiently providing USDA agencies with a modern, core financial management system that both complies with federal accounting and systems standards and provides maximum support to the USDA mission. This acquisition will include: Program Management; Transition and Migration Support; Software Solution and Integrator Services; and Hosting Services of FMMI. This acquisition is Unrestricted. The North American Industry Classification System (NAICS) Code is 541512 with a Small Business Size Standard of $23.0 million. The award is anticipated to be performance-based, fixed-priced award and may contain time-and-material and/or labor-hour portions. Award will be made to the offeror(s) that provides the overall Best Value to the Government through evaluation of their technical solution, corporate/government experience/past performance, sub-contracting/Small Business utilization and cost/price. The Government reserves the right to make more than one award. All evaluation factors other than cost/price, when combined, are significantly more important than price. The Request for Proposals and any attachments will be available on or about 29 December 2005 at the Federal Business Opportunities website (http://www.fedbizopps.gov/). The receipt date for proposals will be included in the RFP. Interested parties are responsible for monitoring this site to ensure access to the most current information available on this procurement. USDA will conduct a pre-proposal conference on January 19, 2006 in Washington, D.C. and strongly encourages all potential offerors to attend this conference.
