- The Economic Planning and Coordination Division (EPCD) of the U.S. Census Bureau of the U.S. Department of Commerce has a requirement for expert advice and assistance in order to prepare the approximately 600 paper and electronic instruments used in the Quinquennial 2007 Economic Census. The economic census is the major source of facts about the structure and function of the nation?s economy. It provides essential information for government, business, industry, and the general public. The EPCD invests considerable effort in conduction the economic census. Numerous processing activities such as mail out, data capture, editing, data analysis, disclosure analysis, and dissemination are essential phases that must be coordinated with the collection instruments for all of the census phases to function properly. In accordance with federal law governing census reports and special tabulations (Title 13 of the United States Code), no data are published that would disclose the activities of an individual respondent. In order to comply with law, the U.S. Census Bureau has established the Disclosure Review Board comprised of disclosure experts from various directorates responsible for disseminating data. This board reviews all of the Bureau?s releases to ensure that the all data releases are in compliance with Title 13. The contractor will provide advice and assistance on the development of economic census content, coordinate the design of report forms, assist in the dissemination plans for new data collection items, and provide advise for the Economic Programs Directorate regarding disclosure issues. . The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after date of publication of this synopsis. Any determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
