Description
Notice of Intent: Pursuant to FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements", the Department of Energy (DOE) is planning to issue a sole-source contract to enable the DOE to obtain assistance from the Foundation for Russian American Economic Cooperation (FRAEC). This is a follow-on contract ending on January 29, 2006. The Office of International Development Centers (IDC). This announcement will serve as notice that the National Nuclear Security Administration (NNSA) Office of The Nuclear Cities Initiative (NCI) is part of the Global Initiatives for Proliferation Prevention (GIPP) program, NA-242, of the U.S. Department of Energy???s National Nuclear Security Administration intends to negotiate a sole source contract for 5 years with Foundation for Russian American Economic Cooperation for the follow-on to an existing contract awarded 29 January 2001. THIS IS NOT A SOLICITATION FOR PROPOSALS OR AN INVITATION FOR BIDS, NOR DOES IT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN THE PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. NCI advances U.S. nonproliferation objectives by assisting Russia in downsizing its WMD complexes through infrastructure and worker transition activities that create civilian opportunities for the displaced workforce. The U.S. has a strong nonproliferation interest to assist Russia with its WMD complex downsizing plans. NCI has developed and implemented strategies that lead to economic diversification of the nuclear cities and alternative employment opportunities for displaced weapons scientists, engineers and other workers. One of the first strategies implemented was the planning, opening and operation of International Development Centers (IDC). They offer training and various business support services, providing essential business infrastructure for economic diversification and worker transition in the closed nuclear cities of Russia. The NAICS code is 928120 or SIC 8699, size standard of $6.0 Million as defined in FAR 19.101.
