- PERFORMANCE WORK STATEMENT (PWS) FINANCIAL READINESS PROGRAM (FRP) C.1. GENERAL. This is a description of responsibilities for the conduct of the Fort Myer Military Community (FMMC), Army Community Service (ACS) Financial Readiness Program (FRP) Trainer. C.1.1. This mission is to provide financial and consumer education and information to individuals and groups through classes, workshops and seminars. C.2. SCOPE. Services under this PWS are directed toward the following goals. C.2.1. Develops and delivers the following classes: Choosing and Using a Credit Card Managing Debt Debt Liquidation Possibilities: Pros and Cons (Power Payment, Bill Consolidation, etc.) Understanding Your Credit Reports Developing a Realistic Budget Transition Budgeting (For Relocation, Retirement, etc.) Preparing for Periodic Expenses (The Liberation Account) Creating a Spending Plan/Cash Flow Management System Record Keeping Banking and Checkbook Maintenance Saving on a Shoe String Crash Savings in Transition Situations When Savings Should Be Invested Introduction to Mutual Funds Vehicle Purchase or Lease Preparing for PCS/Relocation C.2.2. Performs needs assessment with individual participants after delivery of class/seminar, provides information, answers questions, and makes appropriate referrals to the FMMC ACSC. C.2.3. Plans and carries out required administrative and logistical matters. C.2.4. Creates and updates informational papers, handouts based on class/seminar or customer needs. C.2.5. Ensure Fort Myer Military Community (FMMC) Evaluation Cards (or the ICE website is given out) are disseminated and collected upon completion of class/seminar. Review evaluation to determine customer satisfaction. C.2.6. Ensure accurate accountability of all class/seminar participants. C.2.7. Provide a written Standard Operating Procedure (SOP), Outline and Lesson Plan (narrative), to include objectives, teaching method, instructional aids, delivery time, etc. for each class. C.2.8. Provide an unbiased, professional financial education program for FMMC, to include the numerous Pentagon agencies. C.3. APPLICABILITY. The population for services rendered under this PWS includes Active Duty soldiers, Reserve, National Guard (this includes all deployed soldiers) and DOD civilians, and the family members of these groups, and all Pentagon agencies. C.4. REFERENCES. Activities conducted under this PWS are subject to the following guidance: C.4.1. Army Regulation 608-1, 22 December 2004, Army Community Service Center. C.4.2. Standard Operating Procedures, Army Community Service, Financial Readiness Program. C.4.3 Army Regulation 25-400-2, 15 November 2004, The Army Records Information Management System (ARIMS) C.4.4 Army Regulation 600-15, 14 March 1986, Indebtedness of Military Personnel C.5. PROVIDER PERSONNEL. C.5.1. Assignments. C.5.2. Appearance. Provider personnel shall maintain a neat, well-groomed appearance at all times. C.5.3. Qualifications. a. Provider shall be qualified and possess the skills, knowledge and experience necessary to satisfactorily perform the services under this PWS. b. Provider personnel shall have a least five years experience with the military and military family service programs as an employee, volunteer, or contract worker. c. Working knowledge in Microsoft Word, Excel, Power Point, and Access. d. Knowledge of military rank structure, customs and courtesies required. e. Provider shall be an Accredited Financial Counselor (AFC), such as through the Association for Financial Counseling and Planning Education (AFCPE). f. Provider shall possess a Masters degree (Ministry and Human Services) in counseling, demonstrating skills in interviewing techniques and customer service. g. Provider must be experienced in one-on-one financial co unseling and emergency financial intervention. C.6. COMPENSATION. C.6.1. For the satisfactory performance of the services under contract, contractor will be paid monthly. C.6.2. Contractor will provide mandatory financial training to large groups 9 hours once a month, which includes ? before and ? after for set-up and clean-up. In addition, contactor will either provide one-on-one financial training throughout the month o r to units upon request. Contractor will be paid upon submission of invoice approved by the contracting officer or her representative. C.6.2 Three Option Years have been added to the contract. C.7. REMOVAL OF CONTRACTOR PERSONNEL. C.7.1. Provider shall be subject to a probationary period not to exceed 30 days. C.7.2. Contractor will be terminated if contractor fails to meet the required skills. Contractor will be terminated if contractor fails to complete duties listed in the Statement of Work. Contract will be terminated if contractor performs duties under t he influence of drugs or alcohol. Contractor will be terminated if contractor becomes the offender in an abuse incident.
