Description
The US Army Communications-Electronics Life Cycle Management Command intends to modify the existing design of the KIV-77 Mode 4/5 Cryptographic Appliqu?, which is currently being developed by Raytheon Network Centric Systems (Raytheon), and derive a design that will provide the appliqu? stand alone functionality and meet form fit specifications of the KI-1C crypto. It is anticipated that a Cost-Plus-Fixed-Fee modification to Contract Number W15P7T-04-C-K402 will be awarded on a sole source basis to R aytheon, 1300 East Joppa Rd., Baltimore, MD under the authority of 10 U.S.C. 23041(c)(1) Only One Responsible Source, as implemented by FAR 6.302-1. Raytheon is the sole producer of the KIV-77 Mode 4/5 Cryptographic Appliqu? and is the legacy developer of the KI-1C crypto. Therefore, Raytheon is the only contractor that possesses the requisite in-depth technical expertise, experience and knowledge of the system design to meet the Governments requirements. This synopsis is provided for informational purpos es and is not to be considered a request for proposal. However, all responsible sources may submit a proposal, which shall be considered by the agency. Solicitation Number W15P7T-06-R-P616 is assigned for reference purposes. The contract modification is es timated at $3.1M. The U.S. Army C-E LCMC has established the IBOP website as part of the Army's Single Face to Industry, to allow electronic posting of Solicitation for Request for Proposals (RFP) Request for Quotations (RFQ) and Invitation for Bids (IFB) from C-E LCMC to Industry. All parties interested in doing business with C-E LCMC are invited to access, operate, send and receive information from the IBOP at https://abop.monmouth.army.mil.See Note 22 and 26.
