Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. Naval Air Systems Command (NAVAIR) ? Orlando, TSD intends to issue a Firm Fixed Price (FFP) contract to ASL, Inc. on a sole source basis. The NAICS Code for this solicitation is 334111 with a size standard of 1000 employees. However, interested sources may identify their interest and capability to respond to the requirements, which demonstrates their ability to meet the needs of the Government. Interested sources are encouraged to submit quote. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 0010162815 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-07. The simplified acquisition procedures of FAR Part 13 are applicable to this procurement. Partial deliveries are not permitted; the total quantity shall be delivered F.O.B. Destination. The provisions at FAR 52.212-1, 'Instructions to Offerors', applies to this acquisition with the addendum that offerors are required to submit warranty information and parts availability with their offers. Evaluation Criteria: The Government will award a contract resulting from this RFQ to the responsible offeror whose offer conforming to this notice will be the most advantageous, representing the best value to the Government, price and other factors considered. A firm fixed price purchase order will be awarded. The following Best Value Factors shall be used (not in order of importance) for evaluating offers: 1) price, 2) Warranty, 3) parts availability, 4) meets the Government requirements 5) Meet delivery time. The failure of an offeror to provide information sufficient to determine conformance with the solicitation or evaluation factors may result in the offeror being ineligible for award. Offers shall include a completed copy of the provision at FAR 52.212-3, 'Offeror Representations and Certifications-Commercial Items', (found at http://www.arnet.gov/far/farqueryframe.html) or via ORCA (ORCA is an e-Government initiative that was designed by the Integrated Acquisition Environment (IAE) to replace the paper based Representations and Certifications (Reps and Certs) process found at http://orca.bpn.gov/) as notification of submission of representations with their offer. The clause at FAR 52.212-4, 'Contract Terms and Conditions-Commercial Items', applies to this acquisition.
