Description
This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA Channel Islands National Marine Sanctuary (CINMS) located in Oxnard, CA has a requirement for a contractor to provide vessel captain services for NOAA R/V Shearwater. The contractor shall be the Operator in Charge of the CINMS vessel R/V Shearwater. The contractor will represents the authority onboard the vessel, and is responsible for the safe operation of the vessel, the economical and timely execution of the ship?s mission and the safety and well being of the crew and passenger. The contractor SHALL: 1.) Supply annual report on safe navigation and mechanical operation of the vessel 2.) Supply efficient contribution of the vessel and its crew to the accomplishment of the vessel?s mission. 3.) Provide documentation necessary for proper vessel?s standing orders, vessel policy and sanctuary guidelines.4.) Provide compliance and enforcement of vessel?s standing orders, vessel policy and Sanctuary guidelines. 5.) Contractor shall be responsible for training of crew and conducting safety/training drills.6.) Advise CINMS Research Coordinator to schedule, prepare for and execute research cruises. 7.) Advise CINMS staff to schedule prepare for and execute education, outreach emergency response and cultural resources cruises. 8.) Operator should provide proof of sufficient liability insurance and agree to indemnify NOAA/DOC for any negligent acts committed by the operator. 8.) Contractor must possess the following minimum certifications: a.) Active 1600/3000 Ton USCG License-Ocean b.) Recent radar operator certification including AARPA c.) Advance Firefighting Certification d.) CPR/1st Aid Certification and d.) STCW Certification. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 235 (c) (1), Only One Responsible Source. The government identified Captain Terrence Shinn of Ventura, CA as the only qualified source who can complete work under this project. Mr. Terrence H. Shinn has performed this contract work for CINMS over the past two years. He possesses a thorough vessel-specific understanding of R/V Shearwater?s systems and component as well as knowledge of the entire California coast and familiarity with the agencies and organizations that conduct operations aboard R/V Shearwater. The government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to Captain Terrence Shinn, without further notice. A firm- fixed price order will be issued with performance period of one year from date of issue, with an option to renew for another year. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
