- Fixed Wing Aircraft Safety Manufacturing Inspector Salary Range: GS 12-GS 13 1-5, Mesa, AR Open Period: 1/10-2/10/06 Grade Range: GS 12 ? GS 13 Position Information: Part-Time (24 hours per week). One year with four option years to be exercised at the discretion of the employing office. Duty Location: 1 vacancy, Mesa, AR SOLICITATION NUMBER: PSC06013 SUBJECT: Solicitation for services under a Personal Services Contract (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL). The United States Government, represented by the Department of State, is seeking proposals from U.S. citizens interested in providing the PSC services described below. DOS intends to award a contract for the basic term of one year with four one-year options to be exercised at the discretion of the U.S. Government. The contract will be awarded to an individual candidate representing the best overall value to the Government considering the candidate's qualifications and experience against criteria stated herein. This PSC position requires a SECRET level security clearance, which must be maintained throughout the contract period, including option periods. The selected applicant must be eligible to obtain a Secret Level Security Clearance and will be subject to a security clearance investigation. The applicant's spouse or cohabitant may be subject to a background investigation. Denial of a SECRET level security clearance will be grounds for removal from consideration for contract prior to award or termination of contract after award. Contract award will not be made until at a minimum an interim clearance is granted. PURPOSE: The purpose of this personal service contract position is to serve as the Fixed Wing Aircraft Safety Manufacturing Inspector under the supervision of the INL Office of Aviation, Patrick Air Force Base, Maintenance Manager. Key Requirements:  U.S. Citizenship  Background and/or Security Investigation required. Major Duties: A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the Department of State, Bureau for International Narcotics and Law Enforcement Affairs, Office of Aviation, Patrick Air Force Base, Florida with duty in Mesa, AZ. The Office of Aviation provides operational planning, logistical support and contract oversight for the INL counter-narcotics aviation program in Central and South America, and Southwest Asia. The Office of Aviation performs this mission using a fleet of over 175 fixed and rotary wing aircraft, just under 1,200 contractor personnel, and 56 government and personal services contractor personnel, operating in the United States, various Latin American countries and Southwest Asia. PURPOSE: The purpose of this personal services contract position is to provide aircraft quality assurance and safety oversight for the re-manufacture of INL/A fixed wing aircraft at the Marsh Aviation facility in Mesa, Arizona and act as the on-site representative of the INL/A Maintenance Manager. Additionally, the incumbent will perform initial, in progress and final government acceptance inspections and could be tasked to provide inspections worldwide in support of the Department of State International Narcotics and Law Enforcement Affair Office of Aviation Programs. The incumbent performs duties in accordance with INL/A Maintenance Directives, the Federal Acquisition Regulations (FAR), applicable technical manuals and Army Regulation 95-20 2. SUPERVISORY CONTROLS The incumbent works under the direct supervision of the INL/A Maintenance Manager. The Maintenance Manager provides general direction in terms of broadly defined aviation policy/mission/functions, and contractual procedures. The incumbent exercises latitude for independent action, initiating projects and executing approved new programs under general supervision. Completed work is expected to be correct and results will be reviewed for timeliness and effectiveness. 3. STATEMENT OF WORK Offerors apply specialized and professional knowledge within a frequently time-sensitive and time-critical environment, involving the analysis of manufacturing and conformance issues. Due to the nature and interaction of all facets of the international counter-narcotics program, the job requires comprehensive oversight of production schedule adherence. Assures that the contractor maintains an effective Quality Assurance Program (QAP) in accordance with the appropriate contract. Performs audits on the contractor?s processes to determine conformance to approved standards. Develops a Quality Assurance Surveillance Plan (QASP) that incorporates risk mitigation based on pre-defined inspections and/or audits. Acts as the Department of State?s representative on Material Review Boards (MRB) Applies knowledge of complex products including pertinent quality characteristics, manufacturing methods and techniques, special processes, inter-relationships of functional parts or subassemblies, and measurement/testing techniques. Reviews and evaluates discrepancies to determine if within contract scope. If not, annotates repairs as Over and Above (O&A) after resource allocation determination. Forwards unresolved cases to the INL/A Maintenance Manager with recommendations in accordance with applicable regulations. Reviews and approves changes to contractor engineering diagrams after coordination with the INL/A Maintenance Manager and the contractor. Applies knowledge of functional policies, principles, mission objectives, and administrative guidelines, such as federal acquisition regulations and supplements, agency and organizational regulations/procedures, in order to provide technical advice and assessment of operational effectiveness which facilitates continuous process improvement. Issues, tracks, and evaluates supplier responses, and closes Product Quality Deficiency Reports (PQDRs). Participates in Configuration Control Boards (CCB) and provides recommendations to the contractor and INL/A Maintenance Manager. Performs government acceptance (DD Form 250) of aircraft, components, and deliverables as specified in the aircraft re-manufacturing contract. Coordinates evaluations and inspections conducted by external agencies such as the Federal Aviation Administration, General Services Administration, Office of the Inspector General and the General Accounting Office. Resolves issues resulting from audit and inspection activities for the Office of Aviation. Evaluates processes and makes recommendations for effective organizational changes. Ensures contractor compliance with AR 95-20 and executes the duties of the Government Flight Representative in accordance with the Ground and Flight Risk Clause as appropriate. Prepares periodic contractor performance/quality reports for the INL/A Maintenance Manager. Performs other duties as assigned by the INL/A Maintenance Manager or Program Director. 4. COMPLEXITY The employee applies a wide range of quality assurance principles and techniques to plan and oversee assigned government quality assurance activities. Work requires the employee to be highly versatile and innovative in decision making, problem identification and solving, and demonstrate leadership from varied functional disciplines when dealing with contractor and contracting office personnel. The incumbent has the responsibility of ensuring adequate QA coverage and determining its effectiveness on contractor manufacturing operations. Decisions regarding what needs to be accomplished involve review and analysis of contracts, risk assessment, contractor processes and changing technical requirements. A wide-geographic dispersion and difficulty in determining the scope of specific situations often complicate these duties. When resolving problems, the work requires the projection of conditions and consequences not readily apparent or sufficiently quantifiable. 5. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the manufacturing facility and field locations. May require some physical exertion and dexterity. 6. WORK ENVIRONMENT The work is primarily conducted in a manufacturing facility, office or aircraft hangar with some travel for meetings, conferences, technical reviews, and field inspections/flight evaluations. Duties are performed on OV-10D fixed wing aircraft at the Marsh Aviation Facility in Mesa, Arizona and on occasion at the main operating base at Patrick AFB, Florida. The incumbent, however, may be required to perform duties at other program sites. The possibility exists of being exposed to toxic chemicals/materials (either known or unknown) when observing the process and production operation. 7. MINUIMUM QUALIFICATIONS: General knowledge of the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Office of Aviation Maintenance and Quality Control Program, to include operating directives, training and standardization publications, aircraft manuals, and related documents. Knowledge of International Standards for Organization (ISO) 9000:2000 processes for total quality management and quality assurance. Knowledge of U.S. FAA Regulations, including FAR Parts 1,61,67,91, 133, 135,137,141,143, and 830. Experience as a multi-engine fixed wing, (OV-10 preferred), maintenance technician, technical inspector or pilot with at least 10 years experience. Certification as a FAA Commercial Pilot or FAA Airframe and Power plant rating with Inspection Authorization. Military equivalent is acceptable. Ability to analyze schematics, interpret technical drawings and technical manuals. Demonstrated Program Management skills. PREFERRED QUALIFICATIONS: Knowledge of quality assurance/control methods, principles, and practices, including statistical analysis and sampling techniques. Government Flight Representative (GFR) course graduate. Contracting Officer Representative (COR) course graduate. Skill in interpreting and applying product specifications, technical data, regulations, policy statements, and other guideline materials. Skill in conducting studies and investigations, problem analysis, and developing logical and documented recommendations. Skill in written and oral communications. Skill in establishing effective interpersonal relationships. 8. EVALUATION CRITERIA Factor 1. (Contract Oversight). Offeror?s ability to: a. Implement established procedures and techniques for quality assurance and skill in applying established statistical quality control plans and methods to operations concerned with the overhaul of OV-10D aircraft. b. Apply knowledge of the OV-10D characteristics; production methods; special processes; interrelationship of parts, components, and subassemblies; inspection and test techniques; and preservation, packaging, and packing methods to determine conformance of product to technical requirements of the contract and related specifications. c. Develop Quality Assurance Surveillance Plan; monitoring and analyzing quality levels achieved, and recommending action to correct deficiencies and unsatisfactory trends. d. Apply knowledge of related functional and administrative activities (e.g., production, engineering, scheduling) and skill to coordinate work processes. e. Apply skills in investigating production problems and in analyzing nonconformance material. f. Perform initial, intermediate and final inspection of aircraft and aircraft systems g. Skill in maintaining effective working relationships with contractor personnel. Factor 2. (Government Flight Representative Oversight ). Offeror?s ability to: a. Ensure that contractor ground and flight procedures are in accordance with AR 95-20 Factor 3. (Experience/Past Performance) Offeror?s previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references). 9. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. 10.
