Description

The 38 Engineering Installation Group intends to procure on a sole source basis E911 service for Kirtland AFB NM. The intended provider is Qwest Corporations. Qwest shall provide the following serivces: Channel Transmissions, VG-32, Outgoing trunks, Channel Connection ? 2 Wire, Transport Channel, Network Access Channel, Data Transport Channel, ANI, Incomming Trunks, Channel Connection ? 4 Wire. The proposed contract is for five years. The local exchange service provider certified by New Mexico Public Regulation Commission shall provide local commercial communications E-911 service for KIRTLAND AFB NM. This sole source acquisition is justified under 10 U.S.C. 2304 (c) (1). A survey was done with the local exchange carrier for Kirtland AFB and Qwest is the only 911 service provider in the region. The government intends to issue a Communications Service Authorization (CSA) against F34608-98-H-5015.
