Description

The Joint Task Force-BRAVO, Education Center is located at Soto Cano Air Base, Honduras. JTF-B supports and conducts joint, combined and interagency operations to enhance regional cooperative security. The academic institution must provide a colle ge-level education program that offers courses leading toward Associate and Bachelor degrees from a regionally accredited Academic Institution (AI) recognized by the US Department of Education at Soto Cano Air Base and participate in the SOC/CCAF military community college systems. The Academic Institution shall offer degree programs delivered through a classroom. Short term requirements: Undergraduate common core courses such as English Composition I and II, History I and II, College Algebra, Spanish I and II. The Government is receptive to innovative approaches to classroom contact hours. Student population: 684 servicemembers; 12% participate in education opportunities. Historically 12 undergraduate courses have been conducted with approximately 200 students. Government provisions: The Government will provide the following electronic equipment for use in the performance of this contract: (a) Two computers with MS XP operating system and MS multi-use software package installed. (b) One laser printer (c) One multipurpose fax/copier (d) Two desks, one lateral file cabinet with four drawers. (e) Two digital overhead projectors and screens as needed to facilitate class instruction. (f) Access to the JTF-B local area network (LAN) and Internet, access to Defense Switching Network (DSN), and two regular telephones. The Government will provide no-cost ground transportation from Toncontin International Airport in Tegucigalpa to Soto Cano Air Base. The Government will provide on-post lodging on Soto Cano Air Base. If the Academic Institution refuses to use on-post lodging, the Government will not reimburse the Academic Institution for off-post lodging. The Government will provide the Academic Institution access to the JTF-B Dining Facility for meals at the established rates during the Dining Facilitys normal hours of operation. The Government will not reimburse the Academic Institution for students who enroll in a course without an approved Government tuition assistance form (DA Form 2171-E). Tuition expenses which will include costs of instructional materials will be paid for b y each student. When DA Form 2171-E is properly used, payment will be made with the applicable Government tuition form approved by the COR. Security Requirements: Contractor personnel, or any representative of the contractor entering Soto Cano Air Base, Honduras shall abide by all security regulations and be subject to security checks. Contractor is required to meet all OCONUS travel requirements for Honduras such as passports and visas. SPECIAL NOTE: All offerors interested in entering into a Blanket Purchase Agreement (BPA) with ACA-TA to provide these services at Soto Cano Air Base, Honduras shall provide their proposed course curriculum and price lists that focus on undergraduate bas ic degree requirements. BPAs are expected to be for a 12-month base period and two 12-month options. The Government reserves the right to limit BPAs entered into for these services to no more than three.
