Description
Point of Contact is Bill Taylor, RDECOM, CERDEC, Intelligence and Information Warfare Directorate (I2WD), ATTN: AMSRD-CER-IW-IE, Bldg. 600, Fort Monmouth, NJ, 07703, e-mail: William.Taylor11@us.army.mil. This is a pre-solicitation Request for Information (RFI). I2WD is currently conducting market research only. No award is intended as a result of this synopsis nor does the Government intend to pay for information received. I2WD is interested in receivin g information on algorithms, products, and/or techniques currently in development or already in existence which relate to, or can be utilized for, ground-based three dimensional (3D) geolocation of emitters in support of the Ground-Based Three Dimensional Geolocation program, proposed to begin in Fiscal Year 2007 (FY07) and continue through FY 2009 (FY09). The Ground Based 3D Geolocation program will seek to improve the warfighters battlespace awareness of actively emitting Radio Frequency (RF) transmitters operating within urban environments. I2WD is seeking algorithms and techniques for detecting and geo locating actively emitting RF transmitters in dense, urban multipath environments. The intent of these algorithms is to provide detection and geolocation of RF emitters operating at ground level, and well above ground level, within an urban environment. I2WD is also seeking 3D mapping, display, and database capabilities of man-made improved objects and areas, to include urban areas, buildings, and structures. This display capability will be used to provide view of 3D geolocation results of emitters opera ting above ground level in urban environments. Responses to signal processing portion of this RFI should only include signal processing algorithms and techniques that have, at a minimum, undergone simulation. Signal processing algorithms and techniques that have undergone prototype laboratory and fiel d testing are preferred. Responses to the 3D mapping portion of this RFI should only include 3D mapping engines, displays, or databases that are in development or currently exist. Responses should include a white paper of no more than 10 pages describing the signal processing techniques and/or 3D mapping capabilities. The white paper should include results of tests and simulations to date and should provide Points Of Contact (POCs) of Government sponsors, where applicable. A Rough Order Magnitude (ROM) cost estimate to develop, implement, and test the signal processing and/or 3D mapping capability for a ground-based platform is requested. Limit product brochure and marketing information to no more than 10 pages. Microsoft PowerPoint? presentations are welcomed to provide background information, but please limit to no more than 25 slides. Responses to this RFI are to be received no later than 22 January 2006. Information is preferred in soft-copy form in either Microsoft? Word? and/or Microsoft PowerPoint?. If a soft-copy cannot be provided, written information will be accepted. Informat ion may be provided through mail, or via e-mail. Telephone requests for additional information will not be honored.
