Description
The US Army Communications-Electronics Life Cycle Management Command (C-E LCMC) Acquisition Center-Washington, on behalf of the US Army Research, Development, and Engineering Command, Communications and Electronics Research, Development, and Engineer ing Center (RDECOM CERDEC), Night Vision and Electronic Sensors Directorate (NVESD), Countermine Division, Humanitarian Demining Team is seeking sources with a comprehensive background in developing and delivering state-of-the-art electromagnetic landmine detection sensors. Specifically, the Army is seeking sources having previously developed and fully tested an Electromagnetic Induction (EMI) sensor array with discrimination capabilities. In general, the subject technology shall be a mature system that c an be designed and fabricated with the capability of being attached to a wide range of the Humanitarian Demining Teams mine-resistant vehicles (i.e. Tantra, Lion). The delivery date shall be no later than 4 months from award of contract. Additionally, t he subject system shall meet or exceed the following specifications: 1) detect 92% of targets (or higher), with a false alarm rate of no more than 3 false alarms per 5 square meters, under all types of weather conditions, and in all types of terrains; 2) detect metal targets on the surface and up to 100 centimeters below the surface; 3) weigh no more than 45 pounds; 4) provide near real-time mine detection through audio and/or visual alerts; 5) includes target recognition algorithms; 6) include GPS to pro vide real-time mapping, as well as a graphical screen displaying the GPS location of any alerts; 7) cancel out far-field environmental and natural noise without a decrease in the signal-to-noise ratio (SNR); 8) have a sensor array width no smaller than 5 f eet; 9) have the capability of being operated, maintained, and repaired with minimal training; 10) transfer data wirelessly at least 250 feet; 11) contain operator visual displays that provide sufficient contrast between all displayed information and the d isplay background to ensure that information is visible under all lighting conditions; 12) specifically be a wideband Electromagnetic Induction (EMI) sensor that operates in the frequency domain as a continuous wave from at least a range of 100 Hz to 90 kH z; 13) array shall contain a central transmitter coil with a set of receiver coils above and below the transmitter coil. Sources possessing the capabilities to satisfy these requirements through commercial or Non-Developmental Items (NDI) systems or comm ercial or NDI system components are invited to submit a White Paper (no more than 10 pages) providing a description of their system. The White Paper shall include, as a minimum: 1) a description of the system and validating information supporting claims t hat the proposed system meets the system performance specifications; 2) Test Report data to include verified probability of detection (Pd) and False Alarm Rate (FAR). Proprietary information submitted in response to this Sources Sought shall be marked acc ordingly and will be protected when clearly identified as proprietary. This is NOT a request for proposals. Response to this Sources Sought should be received no later than COB 09 Feb 06.
