Description
The U.S. Army Corps of Engineers, Huntsville Center intends to award this requirement as a full and open competition using FAR 12  Acquisition of Commercial Items. This course teaches the participant to interpret the various methods and techniques e mployed in weldments and assuring the quality of weldments and welds. It is anticipated that a firm fixed price award will be executed in accordance with Federal Acquisition Regulation (FAR) 12. A base year and one option year is contemplated. The Government intends to solicit and negotiate this requirement as a full and open competition. Interested persons may identify their interest and capability to respond to the requirement and submit a proposal. Any proposed course should currently exist in the commercial market place and meet the requirements herein. In addition, proposed instructors shall meet the education and experiences requirements shown below. All technically acceptable proposals received not later than 2 p.m. on 27 Jan 2006 Cent ral Standard Time, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. This requirement is to provide a training course in Welding  Quality Verification. This course trains Corps of Engineers employees to interpret the various methods and techniques employed in weldments and assuring the quality of weldments and welds. Thr ough lectures, conferences, and practical exercise sessions, this course covers the subjects of welding safety and precautions, welding symbols, processes and quality assurance problems, roof decking welding, codes, procedures and operator penetrate, magne tic particles, radiographic and ultrasonic testing techniques and interpretation, and destructive testing. Quality assurance in welding is emphasized. This course is for both inexperienced and experienced Corps of Engineers employees that utilize welding in the inspection of dams and other locations and in the design or redesign of drawings or specifications. Through lecture, visual aids, practical exercise sessions, and testing, this course presents the following subjects: Overview of an Inspection and Quality Control Program; Welding Fundamentals and Communicating Welding Information; Common Arc Welding Processes; Weldment Discontinuities/Defects; Welding Safety; Welding Codes, Procedures and Welder Qualifications; Visual Inspection; Nondestructive Tes ting Processes; Radiographic Inspection; and Destructive Testing. Course length is 36 hours or 4 ? days. Course Dates and locations are: FY 06, for sessions Session 06-01, 06-02 27 February  3 March 2006 with the Location of : Troy, Ohio; for FY07 for sessions 07-01, 22-26 January 2007 with the location of Troy, Ohio; 07-02 26 February  2 March 2007 with the location of Troy, Ohio; for FY08 for sessions 08-01 21-25 January 2008 with the location of Troy, Ohio, for 08-02 25-29 February 2008 with the location of Troy, Ohio; and for FY09 for the sessions of 09-01 19-23 January 2009 with the location of Troy, Ohio; and for 09-02 23-27 February 2009 with the location of Troy, Ohio. Offeror must provide instructors who have experience in ad ministering and instruction short courses of instruction and who are knowledgeable in Welding  Quality Verification and have the facilities available to instruct a minimum of 20 students. The contractor must have extensive experience with the U.S. Army C orps of Engineers and shall have taught a Welding Quality Verification course.
