Solicitation Number: 1435-04-06-RP-61353 Title: Office of the Assistant Secretary of the Army, Manpower and Reserve Affairs (OASA(M&RA)). Agency Contact Information: Linda Lambert linda.lambert@mms.gov, Telephone: (703) 787-1193 Place of Performance: Government and/or Contractor Locations The Government intends to negotiate, on a sole source basis, a Time & Material acquisition with Booz Allen Hamilton, Inc. This action is being processed in accordance with FAR 6.302-1(a)(iii), only one responsible source. This non-competitive action is being issued by GovWorks under the authority of the Department of the Interior Franchise Fund on the behalf of the Office of the Assistant Secretary of the Army, Manpower and Reserve Affairs (OASA(M&RA)). This is NOT a request for proposals. OASA(M&RA) has a requirement to secure executive level strategic planning and six sigma process improvement professional services. OASA(M&RA) is the Secretariat level agency with a politically appointed Assistant Secretary. It is essential that the strategy being set at this level be commensurate with a company that can provide global vision and awareness. Consistent with the tenets of six sigma, a company must be capable of delivering superior efficiency and effectiveness through Master Black Belt capabilities. BAH efforts are providing streamline and redesigned support that is timely, accurate, accessible and responsive to soldiers, and will enable commanders with the personnel management tools they need to support their soldiers and to make informed decisions. The period of performance for this effort is for 12 months from date of award. Interested parties must identify their interest and capabilities by January 17, 2005. This is NOT a request for competitive proposals. However, all information received will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
