Description
SPAWAR Systems Center (SPAWARSYSCEN), Charleston is soliciting information from potential sources for Air Traffic Control operations and Air Traffic Control and Landing Systems (ATCALS) electronics maintenance technical support. This effort will require air traffic control personnel and electronic equipment maintenance personnel to support air traffic control operations, airfield management, air traffic control and landing systems, air to ground communications, surveillance and precision radar systems, voice communications systems, and aviation weather systems (maintenance only) at multiple locations in the USCENTAF Southwest Asia Area of Responsibility. These services anticipate an initial deployment of approximately 240 air traffic controller personnel (30 at each of 8 sites), and approximately 80 ATCALS maintenance personnel (10 at each of 8 sites). Personnel staffing may increase to 300 air traffic control personnel and 100 maintenance personnel to support 10 sites. All sites will require minimum deployment periods of one year in-country. Services may include both ATC operations and preventative and corrective electronics maintenance services on a 24/7 operational basis. Actual services and staffing will vary from site to site. Deployed support service requirements may include air traffic control services, flight planning and flight dispatch services, management of airspace, airfield management, ATCALS maintenance, electronics maintenance work center operations, and material/parts support. Non-deployed service requirements may include administrative support and contract/program management. The anticipated dollar value for this action is $495,000,000.00. This notice is for planning purposes only. A competitive solicitation may be issued for an Indefinite Delivery/Indefinite Quantity, Cost Plus Fixed Fee, Performance Based type contract. Firms are invited to submit appropriate written responses (limited to 25 pages or less), plus literature, brochures, and references to support the knowledge, experience and capabilities necessary to meet or exceed the stated requirements. Responses shall be submitted on or before 09 FEB 2006 to SPAWARSYSCEN, Charleston, Code 0216, PO Box 190022, North Charleston, SC 29419-9022, or by electronic mail to janet.stone@navy.mil. Responses must include the following: (1) name and address of firm; (2) size of business; average annual revenue for past three years and number of employees; (3) ownership; Large, Small, Small Disadvantaged, Service Disabled Veteran-Owned, Women-Owned; (4) number of years in business; (5) two points of contact, including name, title, phone, fax, and e-mail address; (6) DUNS Number; (7) affiliate information, including parent corporation, joint venture partners, and/or potential teaming partners; and (8) a list of relevant customers covering the past 3 years; highlight relevant work including a summary of work performed, contract number, contract type, dollar value for each contract referenced, and a customer point of contact with phone number or email. THIS SYNOPSIS IS FOR INFORMATION AND PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT, OR ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENTS WILL BE NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. THE GOVERNMENT RESERVES THE RIGHT TO CONSIDER A SMALL BUSINESS SET-ASIDE OR 8(a) SET-ASIDE BASED ON RESPONSES HERETO. THE APPLICABLE NAICS CODE IS 541330 WITH A SIZE STANDARD NOT-TO-EXCEED $4,000,000.00 CLOSING DATE FOR RESPONSES IS 09 FEB 2006.
