Description
The Government intends to execute a follow on procurement to Air Liquide America, LP for commercial Gaseous Nitrogen (GN2), Type I, Grade B, IAW MIL-PRF-27401D, dated 3 Oct 1995, NSN 9135-00-935-5863 for pipeline and tube bank trailers in support of Vandenberg AFB, CA (VAFB). The authority for other than full and open competition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Air Liquide is the owner of facilities in place at VAFB. An award to another source would result in substantial duplication of costs to the Government that is not expected to be offset by savings resulting from openly competing the item. Furthermore, any risk of delay in fulfilling the agency?s requirements would be unacceptable. The contractor shall provide all production, raw materials, supplies, management, tools, equipment and labor necessary for the manufacture and delivery of GN2 from the contractor?s facility into the Government owned pipeline and into Government provided tube bank trailers. GN2 is FOB origin from the contractor?s facility. The resultant contract will be a five-year, fixed price requirements-type contract. The contract ordering period will be from 1 May 2006 through 30 Apr 2011. The estimated yearly GN2 Pipeline requirements are 350,000 MC (Thousand Cubic Feet) for the first year; 400,000 MC for the second year; 350,000 MC for the third year; 300,000 MC for the fourth year; and 300,000 MC for the fifth year. The estimated yearly quantities for GN2 product for the tube bank trailers are 3,000 MC for the first year; 3,500 MC for the second year; 3,000 MC for the third year; 2,750 MC for the fourth year; and 2,750 MC for the fifth year. Subject solicitation will be issued on or about 13 Jan 2006 and posted to the FedBizOpps web page at www.fedbizopps.gov.
