Description
This is a Sources Sought announcement and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS. The Aberdeen Test Center is requesting information on availability of Airbus (Narrow-body Only) and Boeing 737 Passenger Cabin aircra ft sections for potential purchase: 1.0 OBJECTIVE: Dependent upon aircraft availability, cost and funding, the Aberdeen Test Center (ATC) will purchase one (1) used Airbus airframe section (Upper fuselage hemisphere-passenger cabin area only) from any one of the following types (All Series) : A-318, A-319, A-320, A-321 or A-322, and two (2) Boeing 737-200 and/or 737-300 sections (Upper hemisphere  passenger cabin area only). Each of the aircraft sections will be a maximum of approximately 40 in length and include only portions of the fuse lage that are either fore of aft of the wing box area. 2.0 INTRODUCTION: Under a contract between ATC and Contractor, one (1) used Airbus aircraft section, and two (2) used Boeing 737 aircraft sections comprising any of the models/series noted in Section 1.0 will be purchased. Specifically, only passenger ca bin/upper hemisphere fuselage sections with a maximum length of approximately 40 will be purchased. All logistics of the delivery location of the aircraft, parts to be retained, and parts to be removed will be negotiated within this contract. 3.0 REQUIREMENTS 3.1 GENERAL. Contractor shall provide all required resources to accomplish the tasks described herein. 3.2 TASKS. 3.2.1 Contractor will deliver the airframe sections to Phillips Airfield or Airbase Range 3 at the Aberdeen Proving Ground (APG) in Aberdeen, Maryland. At the discretion of ATC, the Contractor will remove and deliver (completely intact) several overhead b ins and associated attachment hardware to a location in Ohio and/or California, USA. Exact addresses will be provided if ATC exercises this option. 3.2.2 ATC will be provided access to Contractors facility in order to perform a site inspection of the aircraft sections prior to purchase and delivery. The following items will remain intact: a. Any passenger, emergency exit doors located on the section in question and associated mechanisms for opening, closing and latching; b. The flight deck door and bulkhead structure (if applicable); c. The passenger cabin floor section must be intact and included in any purchased upper hemisphere section; d. All overhead passenger stowage bins. One (1) of the 737-200 or 300 series aircraft sections must include all contemporary (post-Advanced Technology Interior (ATI) overhead bins). If the contemporary bins are not installed, the contractor will replace the existing ATI bins with the more contemporary bins; e. All passenger seats; f. All aircraft environmental and venting systems; g. All flight deck and passenger windows (if applicable); h. All main deck sidewalls panels and associated interior fixtures (carpet, liners, insulation, etc..) 3.23 Contractor will notify ATC in writing in the event that the aircraft sections cannot be delivered by Contractor to ATC by date Contractor had agreed upon due to force majeure or to destruction of or damage to the aircraft sections prior to delivery to ATC. In the event that the airframe sections are damaged beyond reasonable economic repair, this agreement will terminate, without liability or obligation on the part of either party, except that contractor will refund to ATC any sums received by contrac tor in payment of the purchase price of the airframe sections. 3.24 Upon receipt of the total purchase price by contractor, contractor will deliver to ATC Airframe Warranty Bill of Sales and ATC Bill of Sales for the airframe sections. ATC will assist or be responsible for the tasks described below: 3.25 Removal of section from contractors shipment truck upon delivery at APG. 3.26 ATC intends to use the airframe sections solely for destructive testing purposes and ATC agrees that i t will not allow the airframe sections, nor any of its component parts (other than those items Contractor retains prior to the commencement of such destructive testing) to be used on any aircraft by any party. Prior to the commencement of any testing of t he airframe sections, ATC agrees that it will either (i) paint the airframe in standard aircraft white, or (ii) remove all paint on the airframe so as to cover any distinctive markings included in Contractors livery (including distinctive paint scheme and any logos visible on the exterior of the airframe). ATC will take further actions to alter the appearance of the airframes as contractor may reasonably request, as to minimize or eliminate any public recognition that the airframes were previously owned o r operated by contractor. 4.0 PERIOD OF PERFORMANCE. Shall be for a period not to exceed 2 months. If equipment is available via GSA contract, include contract number with expiration date. Active registration in the Central Contractor Registration (CCR) database is mandatory. Companies capable of providing this equipment are encouraged to respond. Pr ovide company name, points of contact, and a brief statement of capabilities. Indicate corporate background with business size and type.
