Description
Description: This announcement is for the purpose of soliciting names of firms or joint ventures experienced in working in the Southwestern Asia/Middle East region who are interested in submitting an offer for this project. The estimated cost for t hese services is between $25,000,000 and $100,000,000. SCOPE OF SERVICES: This contract is to provide for the hiring and management of approximately 238 professionals in the Construction Management and Engineering fields in support of the U. S. Army Corps of Engineers Gulf Region Division and its three Distri ct offices in its reconstruction efforts in Iraq. The contractor will be responsible for hiring an existing local national workforce of approximately two hundred thirty-eight, currently employed by others. The Government may also identify additional pers onnel for the contractor to hire under this contract. CONTRACT PROCEDURES: Both a price proposal and a technical proposal will be required. The evaluation criteria will consist of pricing and non-pricing (technical) considerations. Pricing consideration will be approximately equal to non-pricing (Technical ) considerations in the selection process. Price will be evaluated on the basis of the completeness and reasonableness of the prices proposed. Completeness is the degree to which an offeror has priced all aspects of the work to be performed. This aspect is analyzed by comparing the offerors prices with the solicitation and in particular the scope of the work to be performed. Reasonableness has to do with whether the prices that are proposed are in accordance with prevailing market costs. The reasonabl eness of an offerors proposed prices will also be evaluated on the basis of a comparison of those prices with the prices proposed by the other offerors and as contained with the Governments Independent Government Estimate (IGE). Non-pricing factors incl ude the offerors Past Performance, Experience and Management and Technical Capabilities. Management and Technical Capabilities will consist of at least three sub factors: Execution Strategy (how an offeror will recruit, vet, and hire employees with the s kill sets noted in the solicitation), Payroll Strategy (how an offeror will ensure the safe, efficient and timely payment to the employees to be managed under this contract) and Subcontracting. The other two factors do not contain any sub factors. All thre e non-pricing factors will have approximately equal weight with one another in the selection process. All sub factors within the same factor will have approximately equal weight with one another in the evaluation and selection processes. The Non-pricing factors taken together shall have approximately equal weight with the Pricing Factor in the evaluation and selection process. Request for Proposal (RFP) will be issued to prime contractors responding to this notice. Tentative date of issuance of RFP is 26 January 2006. Tentative date for receipt of proposals is 27 February 2006. Tentative contract award date is 31 March 2006. Contract award will be made on a firm fixed-price basis. The base period of performance of this contract is twelve months from receipt of Notice to Proceed, with two subsequent twelve-month option periods.
