- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THE OPENING DATE IS JANUARY 11, 2006, THE OFFER DUE DATE IS FEBRUARY 10, 2006, 4 PM, LOCAL TIME . ADMIN INFO: The Standard Industrial Classification (SIC) code is 4492. The North American Industry Classification System (NAICS) code is 483211. The Federal Supply Classification (FSC) code is V124. The small business size standard is $6,000,000. A small business concerns average annual receipts for the preceding 3 fiscal years must not exceed $6 million. This procurement is a small business set-aside. All responsi ble sources may submit an offer, which will be considered by this agency. DESCRIPTION: This contract is for a basic contract work period in 2006 with optional work periods in 2007 and 2008. The Government may include one, two or all three of the work periods in the final contract. The Government will select the work alternati ves that best suit its purposes and available funding. LOCATION AND EXTENT OF WORK. Work will be performed in the area between Lower Granite Reservoir (near Lewiston, ID) and near Portland, OR on the Columbia River. Additional work may be performed between Portland, OR and Astoria, OR depending on the options exercised. The Contractor shall provide equipment and perform services for the following operations: JUVENILE FISH BARGE TRANSPORT PROGRAM - The Contractor shall provide four towboats, each staffed with crews for 24-hour per day operation, to transport Government-owned fish barges from Lower Granite Juvenile Fish Facility to fish release areas below Bonneville Dam. Stops will be made at Little Goose and Lower Monumental dams to load additional fish or to pick up an additional fish barge for transport to the release site. The initiation of barging will be based on runoff projections. During years when runoff is forecasted to be near or above normal or average runoff, barging of fish will begin on April 21. During low flow or drought years, barging of fish may begin as early as 8 April. Transporting of fish by barge from Snake River dams will therefore begin sometime between April 8 and April 21, and should last through August 16, but could end earlier depending on fish collection numbers. BONNEVILLE MID-RIVER RELEASE - The Contractor shall provide a towboat and flat decked, ramp-type barge to be stationed somewhere below Bonneville Dam from approximately August 15 through approximately October 31. This program may begin as early as July 31 if the transport program switches to trucks due to low fish numbers at Snake River projects. ASTORIA BRIDGE RELEASE The Government may be conducting some research in 2006, 2007, and 2008 which requires release of tagged research fish at a n alternate release site near the mouth of the Columbia River. The Contractor would provide an additional towboat, staffed with crew to transport a Government-owned fish barge from Lower Granite Dam to a release site near the Astoria Bridge near the mouth of the Columbia River. CONTRACT PERIOD. The towboats provided under this contract shall be provided between approximately April 6, 2006 and October 31, 2006 as specified above. Because all dates in this contract are approximate dates which are effected by the seasonal migration of fish, the Contracting Officer reserves the right to expand periods within the contract as necessary to protect the fish runs.
