Description
FISC Norfolk Philadelphia Department intends to solicit on a full and open competition commercial basis as outline under FAR part 12 using Simplified Acquisition Procedures per FAR part 13 for the abstracting of clinically pertinent data and analysis of approximately 189 health care investigations that fall under the cognizance of the Risk Management Office of the Bureau of Medicine and Surgery located in Washington, DC. These investigations require analysis, evaluation summarization, abstraction for risk factors, identification of risk reduction strategies, and in some cases the coordination of the medical specialty reviews and the quality assurance reviews of the Judge Advocate General (JAGMAN) investigation. In addition to the health care investigations, approximately 75 medical malpractice cases will also require analysis and closure. Upon completion of these investigations a file is submitted to the professional case review panel. The successful contractor will also populate an extensive clinical database from information extracted from JAGMAN clinical reviews and other sources. The contractor will provide a QA review of each health care investigation submitted. The contractor will also perform a central role in developing and managing an internal review system that ensures both clinical and administrative activities comply w/ AQ and Risk Management standards. The contractor will support risk management activities involved in processing malpractice verification requests and in the area of patient safety by analyzing and summarizing the root cause analysis. The contractor will also utilize existing databases to extract data for a variety of reports etc. The expected period of performance of this requirement will consist of a base period starting 1 March 06 through 30 Sept 06, and will also have up to four one year option periods. Subject RFP will be evaluated using past performance, which will be considered more important than price. The FSC code is Q and the NACIS code is 541990. Subject RFP will be posted to the NECO web site upon its release.
