Description
The National Science Foundation (NSF) intends to procure on a sole-source basis support from the American Association for the Advancement of Science (AAAS) through Science magazine and Science Online for an international contest intended to recognize outstanding achievement by scientists and engineers in the use of visual media to promote understanding of research results. AAAS is the only known source with this capability. AAAS is uniquely qualified to provide the Science magazine and Science online capability as it is the world?s largest multidisciplinary, nonprofit membership association for science related professionals. The proposed contract action is for commercial services for which the Government intends to award this action using Part 12 procedures. Interested persons may identify their interest and capability to respond to the requirement. The notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The statutory authority permitting other than full and open competition is 41 U.S.C. 253 (c) (1) ? ?Only One Responsible Source. An ombudsman has been appointed to help resolve any offeror?s non-routine matters or concerns that may not have been sufficiently addressed by the Contracting Officer.
