- The U.S. Department of Commerce (USDOC), National Oceanic Atmospheric and Administration (NOAA), and the Southeast Fisheries Science Center (SEFSC) intends to award a sole source purchase order, base plus 4 option years, to Globalstar USA, City of Industry, CA. Globalstar USA has been identified as the only qualified source to provide cell phone service for Globalstar cell phones. The satellite phones allow observers to communicate from a vessel at sea to a land base telephone. Currently the SEFSC has 17 phones that were purchased along with support equipment and service in 2001 from Globalstar. The phones are considered proprietary and to the best of the Government?s knowledge are only supported and serviced by Globalstar USA. To purchase new phones and establish a new service would not be advantageous to the Government. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.The service will be acquired in accordance with Far Part 12 Commercial Items. This is not a small business set-aside. The NAICS code for this action is 517410. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten (10) calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal which shall be considered by the agency. Interested parties are to provide their name, address, capabilities statement, and references. Further, In order to be responsive, information on services available, including service plans, fees, etc., that an interested firm provides must be in sufficient detail for the Government to determine if it will be advantageous to conduct a competitive acquisition. If no affirmative responses are received, the government intends to issue a purchase order to the Globalstar USA. Responses can be faxed to 816-274-6993, Attn: Sharon Walker. The Central Region Administrative Division (CRAD) requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR).
