Description

This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Station Support/Simplified Acquisition, Office of Acquisitions- Neurosciences, on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a purchase order on a noncompetitive basis to ILLUMINA INC., 9885 Towne Centre Drive San Diego, CA. to provide bead array genotyping services using proprietary high throughput for fine mapping studies using specified markers. Illumina Inc., has provided specific genotyping services under the National Institute of Mental Health's project entitled, "Mood & Anxiety", Program since 2003 and has proprietary data/patent information (Far 6.302-1). Illumina Inc. proved that expert knowledge, critical timeframe and continuity of high quality genotyping assay services for the research alliance of aforementioned project deemed by NIMH. An award to any other source would affect the NIH prior and current research involving genetic basis of Mood and Anxiety Disorders and would not provide any cost savings to the Government. The North American Industry Classification (NAICS) Code is 541710 and the Size Standard is 500. The acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
