Description
NASA/SSC plans to issue a Request for Offer (RFO) for the manufacture, inspection, precision cleaning, testing, packaging, and delivery to Bldg. 4010, Stennis Space Center, Mississippi, seven (7) each 3" ANSI 300# Class butterfly valves. These valves will be used in cryogenic methane service. All valves shall have flanged or wafer lug style bodies. The Period of Performance for this procurement is 30 days desired and 60 days required. Failure by the offeror to submit an offer not conforming to the aforementioned Period of Performance shall render the offer non-responsive, and the offer shall subsequently be rejected. There shall be no hard copies of the solicitation, or technical specification. All of the aforementioned information with respect to this acquisition will only be available electronically at the following address: http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=D&pin=64. **All offerors are reminded to check the above noted web address for the most current information with respect to this acquisition. Additionally, upon release of the solicitation all offerors are reminded that all correspondence with regard to the same shall be coordinated through the Acquisition Management Office** The NAICS Code and Size Standard are 332911 and 500 employees respectively. The DPAS Rating for this procurement is DO-C9. The Government intends to acquire this item in accordance with FAR Part 12. The Government reserves the exclusive right to award to other than low offer on this "Best Value" procurement. The evaluation factors for this procurement are as follows: 30% Technical compliance/expertise, 30% Schedule, 30% Past Performance, and 10% Cost. Offerors are informed that Technical compliance/expertise and Past Performance when combined are significantly more important than Cost. FOB is destination. The anticipated release date of this RFO is on or about January 23, 2006 with responses due NLT 3:00PM local time, February 08, 2006. All questions with respect to this acquisition shall be submitted in writing to this office not later than January 27, 2006. An Ombudsman has been appointed. See NASA Specific Note "B".
