- The Department of Defense, TRICARE Management Activity has issued the solicitation for the providing of pharmacy benefits service to eligible TRICARE beneficiaries through retail pharmacies and a mail order pharmacy. In addition, TRICARE will also provide pharmacy services to certain patients of the Department of Veterans Affairs (VA) allowing them to have prescriptions filled at TRICARE retail network pharmacies, on a one time, emergent fill basis. The DoD currently offers worldwide pharmacy services to eligible TRICARE beneficiaries through four venues: (1) direct care pharmacies located at Military Treatment Facilities (MTFs), (2) retail network pharmacies (TRRx), (3) the TRICARE Mail Order Pharmacy (TMOP), and (4) retail non network pharmacies. This solicitation will be for a TRICARE Pharmacy (TPharm) contract that will consolidate the TRICARE retail network pharmacy and mail order pharmacy venues into a single set of services to be operated by a contracted pharmacy benefits manager (PBM). The period of performance is anticipated to be six (6) years, ten (10) months from the date of award that is estimated to be October 31, 2006 and will be comprised of: 1) a base period that will facilitate the phase-in for delivery of the mail order pharmacy requirements first followed by the retail network pharmacy requirements transition four months later, and 2) annual option periods. During the evaluation process of this procurement, all option periods will be evaluated for purposes of determining a fair and reasonable price. All interested sources capable of performing this service will be considered. The Government contemplates award of a fixed-price plus award fee and incentive fee requirements contract resulting from this solicitation. In addition, this contract will have reimburseable CLIN for drugs not available through the National Prime Vendor. The date for receipt of proposals is 10 April 2006 and must be valid for 150 days from the submittal date. Federal Acquisition Regulation (FAR) Part 15 will be used for this acquisition. All responsible sources may submit a proposal which will be considered for award. The requirement is unrestricted. In accordance with FAR 5.102 (a) (1), the solicitation is available electronically on the TMA website at http://www.tricare.osd.mil/contracting/healthcare/solicitations/ .
