- The U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) is seeking an Expression of Interest (EOI) from prospective offerors who may be interested in competing, on a full and open basis, for the contract to manage and operate the Lawrence Livermore National Laboratory (LLNL). The North American Industrial Classification System (NAICS) code for this effort will be 561210, Government Base Facilities Operations with a size standard of $30 million. The contractor will be required to provide the intellectual leadership and management expertise necessary and appropriate to manage and operate LLNL. LLNL is one of the premier applied science research and development institutions in the world. It is responsible for ensuring that the nation???s nuclear weapons remain safe, secure, and reliable through application of advances in science and technology. LLNL also applies its expertise and special multidisciplinary capabilities to meet important national needs in advanced defense technologies, nonproliferation and homeland security, energy, environment, biosciences and biotechnology, and basic science to meet important national needs. These activities expand the competencies needed for LLNL???s primary national security mission. LLNL has approximately 8500 employees. About a third of the lab???s technical staff members are scientists, engineers and technicians. Its current annual budget is approximately $1.6 billion. This sources sought synopsis also advises all potential offerors and other interested individuals and organizations that the NNSA Service Center has established a website at http://www.doeal.gov/llnlCompetition for the dissemination of information relating to this acquisition. This website will be the principle distribution medium for the release of information including the draft Request for Proposal, notices, changes, questions and answers or any other pertinent information intended to improve the understanding of NNSA???s requirements and industry capabilities, and increase efficiencies in proposal preparation and review, and contract award and transition. The final Request for Proposal (and Amendments, if any) will be transmitted through the Government-wide Point of Entry (FedBizOpps). NNSA will post the draft Request for Proposal on the website as it is completed in order to streamline the procurement process and initiate industry comments/recommendations early in the process. Therefore, it is strongly advised that interested offerors check this website frequently for updates, or subscribe to the website. Prospective offerors are requested to submit an EOI that (1) identifies the prospective offeror [business name, business size (large, small, 8a, etc.), point of contact (including e-mail address), and telephone number); and, (2) describes the prospective offeror's capabilities, relevant experience and corporate resources to perform a contract of the size and complexity of that which is the subject of this procurement. Please be advised that the Government intends to post each interested party???s name, point of contact, and e-mail or telephone number on the website unless otherwise requested. Submit your EOI to the NNSA points of contact identified herein on or before January 26, 2006.
