- This is not a request for proposal. This synopsis is for information and planning purposes only and it is not to be seen as a commitment by the Government. This is not a solicitation announcement for proposals and not contract will be awarded from this announcement. Reimbursement will not be made for any costs associated with providing information in response to this announcement and any follow-up information requests. The 97th Contracting Squadron, Altus Air Force Base, Oklahoma is looking for sources that can meet the specifications below for Blackberry Service. All companies that can meet the specifications are encouraged to provide lead-time requirements, product brochures, company capabilities, or any other information that the Government should consider. All information in response to this announcement shall be e-mailed or faxed to the above, by 18 Jan. 2006. The Blackberry service description is as follows: Currently Altus Air Force Base has 8 Cingular 7280 and 17 Cingular 7290 model blackberries. The blackberries are used locally, as well as for traveling personnel. Altus Air Force Base foresees a need for at least an additional 5 blackberries and service, in addition to the 25, for a total of 30 blackberries and service agreements. 1. Contractor shall include free nationwide long distance and free nationwide roaming for all Blackberry devices. 2. Contractor shall include free mobile-to-mobile minutes. 3. Each Blackberry shall have free incoming calling for all calls made to Blackberry devices on this contract. 4. Each Blackberry shall have at least three hundred minutes of "anytime" airtime. All airtime minutes included in contract will be pooled and considered a common resource to be used between any/all Blackberry devices on the contract. 5. Unlimited incoming email-to-mobile messaging shall be provided at no cost for all Blackberry devices on this contract. 6. If the new service is incompatible with the current Blackberry devices then replacements shall be provided to Altus AFB customers upon implementation with a specified cost. 7. Contractor shall pre-coordinate planned service interruptions with 97 Communication Squadron. Unplanned or planned interruptions that exceed twelve hours require a status update be provided on a four-hour recurring basis. A final report of the downtime will be provided to explain any issues that may have been encountered. Furthermore, the contractor shall provide a problem resolution matrix identifying points of contact and telephone numbers for our personnel to contact in the event of an unplanned interruption or to obtain status if necessary. 8. Signal strength shall be established to ensure all Blackberry devices can be used indoors throughout Altus AFB. 9. A detailed electronic billing statement will be provided at the end of each billing cycle. 10. The contractor shall never charge Blackberry device purchases or activation fees to the Monthly Service Bill. All devices will be initially purchased and activated by individual units via their Government Purchase Card (GPC).
