Description
The Naval Research Laboratory (NRL) has a requirement for Information Technology Services for the NRL Human Resources (HR) Demonstration Project. The HR Office maintains its own computer network and systems tailored to the unique requirements of the NRL Demonstration Project. The service for this effort consist of administering, maintaining, and enhancing the Microsoft Windows Server 2003-based network and Virtual Private Network (VPN) remote access as well as other systems. This includes daily/weekly backups, security/risk analysis, security audits, security upgrades, and incident reporting to assure compliance with NRL directives. The contractor shall provide application design, development, and maintenance support for the following, but not limited to, Blackberry Enterprise Server, desktop personal computers, scanners, printers, Apple workstations, Polycom Video Conferencing facility systems, and antivirus servers. A detailed solicitation and performance work statement will be posted on NRLs website http://heron.nrl.navy.mil/contracts/rfplist.htm The period of performance is 12 months for the base contract with 4 options. Each option, if exercised, shall have a period of performance of 12 months. The proposed contract is 100 percent set aside for Service Disabled Veteran Owned Small Business concerns. Offers from other than Service Disabled Veteran Owned Small Business concerns will not be considered. The solicitation will close approximately 30 days after issuance of the Request For Proposal (RFP). NRL uses Electronic Commerce (EC) to issue RFPs and amendments to RFPs. This solicitation and any amendments will be available via the Internet at the URL address cited above. Paper copies of the RFP will not be provided. The associated small business size standard is $21M. All EIT supplies and services provided under any resultant contract must comply with the applicable accessibility standards issued by the Architectural and Transportation Barriers Compliance Board at 36 CFR part 1194 (see FAR Subpart 39.2). Electronic and information technology (EIT) is defined at FAR 2.101. Any resultant contract will be DO rated under the Defense Priorities and Allocations System (DPAS). The Contract Specialist must receive any questions no later than 10 calendar days before the response date of this solicitation. An original and 2 copies of the offerors proposal shall be received on or before the response date noted in the RFP. The package should be marked with the solicitation number, due date and time. The U.S. Postal Service continues to irradiate letters, flats, Express and Priority Mail with stamps for postage and other packages with stamps for postage destined to government agencies in the ZIP Code ranges 202 through 205. All responsible sources may submit a bid, proposal, or quotation, which will be considered by the agency.
