Description
The National Archives and Records Administration (NARA) intends to issue a sole source extension to SAIC contract NAMA-01-C-0005. The purpose of this acquisition is to extend Contract NAMA-01-C-0005 awarded in June 2001 by one year in order to provide continued Contractor support to the Interagency Working Group (IWG). Unless the extension is made the contract will fall one year short of the term of the IWG. Authorized by the Nazi war Crimes Disclosure act of 1998 (PL 105-246) and established by President Clinton on January 11, 1999, the Nazi War Criminal Records Interagency Working Group (IWG) had a mission to locate, inventory, recommend for declassification and expedite the release of relevant records. On December 6, 2000, Congress extended the life of the IWG through passage of the Japanese Imperial Government Disclosure Act (PL 106-567). This new Act renamed the group the Nazi War Crimes and Japanese Imperial Government Records Working Group and expanded its mandate to include declassification of records related to Japanese war crimes as part of its mandate. The Act extended the life of the IWG for 3 years. In January 2004, Congress extended the term of the IWG for a year. Then is March, 2005, Congress extended the term of the IWG for an additional two years through March, 2007. The requirements for support services are growing. The expansion of the IWG?s mandate into the Japanese area with the goal to more completely cover the records relating to Japanese war crimes resulted in the recruitment of an expert historian in Japanese history during World War II through the vehicle of the support contract, and his work now in progress will result in another IWG volume devoted solely to the Far Eastern war crimes. The 2005 extension of the IWG also resulted in a stronger effort to identify and review for declassification extensive records from intelligence agencies on the Nazi phase of war crimes and, these newly located records now are undergoing review and analysis by the expert historians in European World War II history who had been recruited through the support contract and already have worked on the large quantities of Nazi war crime records declassified during the earlier years of the project.. Consequently, there is a need for Contractor support services beyond the term of the current contract. The contract modification will be issued on or about March 31, 2006. This requirement is determined to be available from only one source because of the very steep learning curve for the very unique services provided.
