- Description
- The U. S. Department of Commerce (USDOC), National Oceanic Atmospheric and Administration (NOAA), and the Atmospheric Oceanic Meterological Laboratory (AOML), Miami, FL intends to award a sole source purchase order, to Biospherical Instruments, San Diego, CA. Biospherical Instruments, Inc. has been identified as the only qualified source to provide Multi-Channel irradiance radiometers (4-Channel Aquatic Radiometer). Multi-channel irradiance radiometers are necessary for the assessment of Ultra-Violent (UV) and photosynthetically active radiation effects on coral reefs on Integrated Coral Observing Network (ICON) stations. Data needs to be collected using very low power, < 8 mA, matched sensors above and below the water. Sensitivity of 1 x 10-6 ??E/cm2/s up to 0.45 ??E/cm2/s is necessary to determine minute differences in the attenuation of natural waters and to handle the intense light in the tropics. These sensors must be compatible with our existing ICON stations, both in data output format and physical connector design. This station will extend the NOAA ICON stations into an international theater. Required Specifications: Power Consumption: 8ma or less (Solar Panel Powered Moored Buoy Deployment),Sensitivity: In water 1x10-6 ??E/cm2/s to a maximum in air of 0.45 ??E/cm2 /s, Dynamic Range: 5 orders of magnitude without averaging, 6 with averaging over 10-second intervals, Cosine Collector Angular Response: ?? 2.5% up to 650, 10% up to 850 (Lower is better),Bandwidth: PAR (400nm-700nm) and nominal 10nm in all other wavelengths, Wavelengths: PAR, 305, 330, and 380 nm. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of Far 6.302. The equipment will be acquired in accordance with Far Part 12 Commercial Items. This is a small business set-aside. The NAICS code for this action is 334511. The size standard is not to exceed 750 employees. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. The notice of intent is not a request for competitive proposals. However, all proposals received within the (10) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal which shall be considered by the agency. Interest parties are to provide the address, capabilities statement, and references.
