- This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classifications (HUBZone 8(a), 8(a), HUBZone, Service-Disabled Veteran-owned, Veteran-Owned, and Small Disadvantaged Business) relative to the North American Industry Classification System (NAICS) code. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only. Project Title: Evaluation of Mental Health Transformation State Incentive Grant Program Project Description: The goal of this project is to design and conduct, in collaboration with and under the direction of Federal staff, an independent, objective cross-site evaluation of the Mental Health Transformation State Incentive Grant Program (MHT SIG) that satisfies evaluation requirements of the Office of Management and Budget (OMB), the Government Performance and Results Act (GPRA), and SAMHSA?s National Outcome Measures (NOMS). The MHT SIG program supports an array of infrastructure and service delivery improvement activities to help States build a solid foundation for delivering and sustaining effective mental health and related services. Five (5)-year grants have been awarded to the Offices of the Governors of seven (7) States. States are expected to develop and implement a Comprehensive State Mental Health Plan that builds on a thorough needs assessment and inventory of resources and cuts across State agencies that provide services relevant to mental health. The evaluation must be designed in cooperation with the grantees and Federal staff. Ultimately, the evaluation must determine the extent to which mental health systems have been transformed and the extent to which transformation results in changes in client outcomes and recovery, both in the long-term and as transformation progresses. In addition, the evaluation must provide useful information regarding aspects of transformation that are and are not working to grantees as the program progresses, in order to assist them in making their transformation efforts as useful as possible. The evaluation will document the factors that contribute to successful transformation in order to inform the transformation efforts of other States and the Federal government. The focus of this procurement will be to: (1) Collaborate with Grantees - Convene and manage communications among the grantees and Federal staff regarding development of the evaluation design. Communications will include teleconferences, listservs, and grantee meetings, as well as separate communications with individual grantees, as needed, to ensure that the evaluation is feasible and meaningful for all stakeholders. Provide materials to the group to guide discussions and maximize the efficient use of everybody?s time in contributing ideas regarding the evaluation; (2) Convene Experts, including Consumers - Help to identify, hire, and convene expert consultants, as needed, to assist in designing and conducting the evaluation. Help to identify, hire, and convene mental health consumers with expertise in evaluation to assist fully in all aspects of designing and conducting the evaluation; (3) Create a Logic Model - Work with the grantees, expert consultants, and Federal staff to create and refine a logic model of transformation to guide the evaluation. The logic model will clarify and document both: (a) the definition of transformation standards (i.e., how we will know transformation has been successful), and (b) the theory of change that underlies our efforts (i.e., how we will know transformation is happening as it progresses); (4) Design the Evaluation - Review, select, and develop instruments; create protocols; and specify data analysis plans for the research design. The evaluation research design must be fully planned, documented, and vetted with Federal staff before data collection begins. The evaluation design must include: (a) a strategy for determining the effect of transformation on recovery for mental health consumers; (b) a plan for meaningful analysis of NOMS data reported by the State Mental Health Authorities through SAMHSA?s Uniform Reporting System; (c) specifications for how the GPRA Infrastructure Measures specified in the MHT SIG grant announcement (Request for Applications No. SM-05-009, available through www.samhsa.gov) will be operationalized, reported, and incorporated into the data analysis plan; (d) proposals for assessing cost-efficiency of the MHT SIG program; and (e) a process evaluation that documents the most important factors that contribute to, or impede, successful transformation; (5) Prepare OMB Clearance Package: Prepare, submit, and revise (as necessary) an OMB clearance package that will ensure that the evaluation satisfies the requirements of the Paperwork Reduction Act; (6) Collect and Prepare Data - Oversee State level data collection; collect data independently on-site, as needed; create, manage, and document databases; and ensure the security and integrity of all data; (7) Assist Grantees - Provide training and ongoing technical assistance to grantees in developing State data collection and reporting systems to support all aspects of the evaluation. Assist grantees in setting targets for, and determining what infrastructure changes will count toward, their GPRA infrastructure measures. Assist grantees in navigating Internal Review Boards and Informed Consent procedures. Assist grantees in selecting instruments, designing protocols, and problem-solving their State-specific process and outcome evaluations; (8) Analyze Data and Report Results - Prepare analytic data files; write statistical programs; statistically analyze data; conduct literature searches; write and edit technical reports and related products; develop written and oral presentation materials; respond to a variety of requests for information with quick turnaround times; provide consultation on statistical and analytic methods; and present information about the project to a variety of audiences, both orally and through written materials; and (9) Provide Logistics Support - Provide travel, lodging, and meeting support for site visits, mental health consumers, and expert consultants, as needed. Your responses to the questions provided below will assist the Government in selecting the appropriate acquisition method. Page limit: Maximum 11 pages (font size 10 or larger). In addition, a copy of the company capability statement will be accepted. The anticipated period of performance is one (1) year with four (4) one-year option periods. After review of the responses received, a pre-solicitation synopsis and formal solicitation may be published in the Federal Business Opportunities. Response to this notice shall include company name, address, point of contact, size of business pursuant to the NAICS code, and must respond to the following questions: 1. Describe your proven capability for working collaboratively with States, Federal staff, and other stakeholders in an efficient manner to design cross-site evaluations that are feasible and meaningful for all stakeholders. 9. Describe your proven capability for identifying, hiring, and convening mental health consumers and other expert consultants to assist in designing and conducting large evaluations. 10. Describe your proven capability for working with multiple stakeholders to develop and refine logic models that clarify and document program standards and theories of change in order to guide the evaluation of complex programs. 11. Describe your proven capability for designing evaluations that meet OMB and GPRA requirements. 12. Describe your proven capability for designing and conducting high quality process and outcome evaluations of complex programs. 13. Describe your proven capability for designing evaluations of cost-efficiency. 14. Describe your proven capability for writing and submitting successful OMB clearance packages to ensure that evaluation designs meet the requirements of the Paperwork Reduction Act. 15. Describe your proven capability and current in-house capacity for creating, managing, and documenting multi-site databases and ensuring the security and integrity of data. 16. Describe your proven capability and current in-house capacity to provide leadership, coordination, and technical assistance on an ongoing basis to States and the Federal government on evaluation relevant to transformation of State mental health and related systems. 17. Describe your proven capability to assess State evaluation and data infrastructure needs and to develop technical assistance tools to best address those needs. 18. Describe your proven capability and current in-house capacity to provide technical assistance and manage communications in a variety of formats and media, including site visits, training, telephone and teleconferences, presentations, email, meetings, workshops, and conferences. 19. Describe your proven capability for analyzing data, including secondary analyses of large data sets developed by others. 20. Describe your proven capability for producing technical reports of analytic studies that assist in program monitoring, evaluation, and policy development. 21. Describe your proven capability in responding to a variety of requests for information with quick turnaround times and for presenting information about complex evaluation projects to a variety of audiences, both orally and through written materials. 22. Describe your staff capability regarding formal academic training and relevant experience to perform the proposed tasks. 23. Describe your proven capability for conducting meeting planning and providing logistical support. This is not a request for proposals and in no way obligates the Government to award any contract.
