- Synopsis: Negotiated proposals from all business concerns will be accepted for Shiloh National Military Park, Project TEA-21/PRA-SHIL 502(2), Hardin County, Tennessee, Solicitation Number DTFH71-06-R-00004. The project consists of Schedule-A, rehabilitation of the roadways and bridge construction at Dill Branch, and other miscellaneous work. The project also includes Option 1, reconstruction and overlay of roadway and parking areas, intersection improvements, and other miscellaneous work. The project is expected to fall within the price range of $5,000,000 to $10,000,000. Proposal documents should be issued on or about January 31, 2006. Proposals will be due on or about March 9, 2006 at the EFLHD in Sterling, Virginia. Annual Representations and Certifications FAR 52.204-8 (Jan 2005). The Representations and Certifications must be filled-in online at http://orca.bpn.gov/. The required Annual Form Vets-100 must also be filled-in online at http://vets100.cudenver.edu/ per FAR 52.222-37. Use Internet address http://www2.efl.fhwa.dot.gov/Documents.aspx to check for availability of bid documents. All proposal documents can be directly downloaded from website. Documents will no longer be mailed. Register to receive Email Notification to automatically be notified when a document is added or updated for a specific project. Include the solicitation number, project name and number, requesting firm and address, a point of contact and telephone number. Requests for 'faxing' or overnight mailing will not be accepted. ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs) The Department of Transportation (DOT), offers working capital financing and bonding assistance for transportation related contracts. DOT's Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $750,000 with interest at the prime rate. IMPORTANT PAYMENT REQUIREMENT In accordance with Federal Acquisition Regulation (FAR) Subpart part 4.1102, prospective contractors shall be registered in Central Contractor Registration (CCR) database prior to award of a contract. Also FAR clause 52.232-33 requires CCR registration for payment. CCR registration is available on line at the following Internet web address: www.ccr.gov. IMPORTANT SUBCONTRACTING PLANS REQUIREMENT Required from all ?other than Small business? when requirement is expected to exceed $500,000 ($1,000,000 for construction) [FAR 19.702]. Contracting Officer, Contracting Officer Technical Representative, and Small Business Specialist are responsible for approving a reasonable and realistic plan. [FAR 19.705-4] [TAM 1219.201(e)(6)]. Legislated subcontracting goals: 19% Small Disadvantaged Business, 5% Small Women-owned Business Concern, 3% Small Disadvantaged Veteran-owned Small Business. Copy of each subcontracting plan (or contractor statement that no subcontracts are to be awarded) must be provided to Office of Small Disadvantaged Business Utilization prior to close of negotiations, (or notice to proceed with IFB) [TAM 1219.705-5 and -6]. EVALUATION FACTORS General. All proposals will be evaluated based on the factors listed below. In order to be considered eligible for award, the proposal must contain all of the information requested under each of the evaluation factors, and in the format of this Request for Proposal. Proposals that do not confirm to these requirements may be rejected without further evaluation. Proposals may be submitted based on performing the work in accordance with the Plans and Specifications. Proposals that provide an alternate method for construction may also be submitted. An alternate proposal must also meet the horizontal alignment, vertical alignment, substructure outer shape and material, superstructure outer shape and material, disturbance limits, and railing as shown or described in the Plans and Specifications. Basis for Award. The Government will award the project to the offeror that provides the best value to the Government, based on review of the evaluation factors detailed below. Please note that the Government has the right to award the contract without conducting negotiations. Evaluation factors. The following evaluation factors are ranked in order of decreasing importance: 1. Price and Contract Time Submit all required documentation as outlined in the Checklist for Offer Submittal included in the proposal booklet. If submitting an alternate proposal, use the same documents and provide additional documentation explaining the proposed revisions to the Plans and Specifications. Document all proposal prices on the Proposal Schedule pages, and provide the Proposal Total on the Proposal Summary page. Provide the number of calendar days necessary to complete all contract work on the Bid Summary page. The Total Price of Project will be the basis for evaluating each offeror?s price and contract time. 2. Proposed Construction Method a. Submit a proposal that is in compliance with the contract requirements and project constraints. Describe the construction methods to be used, including: proposed project coordination, installation method for drilled shafts, method for maintaining geometric control, and methods and sequence for box construction. Submit a proposal that demonstrates a thorough understanding of the project complexities. b. Provide a proposed work schedule that will enable the completion of the work within the proposed contract time. Provide a written narrative or chart describing the sequence and durations of construction operations, number of work crews, and major pieces of equipment that will be required. c. If an alternate proposal is submitted, explain how the alternate revises the base Plans and Specifications, and how the alternate proposal reduces the impact to the environment and/or completes the project in a more timely and efficient manner. 3. Experience and Past Performance a. Provide information on a minimum of two contracts performed within the past 10 years, which illustrate the quality of the firm?s past performance on contracts with curved post-tensioned box girder construction. Provide the following: (1) Project name, contract number, location, and date (2) Project description and firm?s overall project responsibility (3) Agency, address, telephone number, and name of contracting officer (4) Contract price ? original and final contract amounts (5) Names of primary subcontractors (6) Primary agency contact, phone number and e-mail addresses (person who could provide detailed information on the work performed) b. Provide job descriptions and resumes for personnel in key positions (i.e. Project Manager, Structural Engineer, Superintendent, and Safety Officer) to reflect experience, education, formal training, and decision authority in enough detail to enable evaluation of knowledge, skills, and abilities to perform the work. c. Provide a corporate safety program manual and data on any lost-time accidents. Explain cause and/or preventive measures implemented. Provide the Workman?s Compensation Experience Modifier Rates.
