Description
The Government is seeking professional design services from an architect-engineering firm to develop preliminary,and working drawings and specifications to enlarge and reconfigure the existing Canteen-UD, along with Nutrition and Food Service and other affected services based on the design selected on the Ground floor of Building 1, UD. This work includes but is not limited to architectural, structural mechanical, asbestos abatement,electronic and electrical modifications. A/E shall work with the equipment vendors to ensure all necessary provisions are met. The project will improve the flow, efficiency and overall asthetics of the existing Canteen at the University Drive site. Due to the impact of the CARES project with the future addition of a behaviorial health care building at the University Drive campus, the University Drive site will experience an additional need for Canteen Food service. The design shall coordinate with CARES activities to plan for adequate sizing of dining, food court and delivery area, vendor display area and special event areas for the canteen. Design will also include modifications necessary to the adjacent kitchen, addition of rethermalization modules and any impacts to their area. Project is to include air handling unit modifications to provide adequate environmental conditions. A/E is responsible for providing certified industrial hygiene services to perform asbestos survey investigations, bulk sampling, development of specifications and drawings, and construction period services. All designs shall be accomplished in accordance with VA guidelines and specifications, which are available on the Internet at http://www.va.gov/facmgt/standard and local VA requirements for ICRA evaluation. A/E shall pay particular attention to USAF, NFPA, BOCA, VA Handbook 7610 space criteria and VA program guide PG-18-14 "Room Finishes, Door and Hardware schedule." The architect-engineer will make site visits as necessary to survey existing conditions as required to determine existing as-built conditions affecting this project. A/E shall field verify all dimensions, wall layouts,etc. A/E shall field verify aspect that relates to the project.A/E must be proficient in the use of Auto Cad 2000 and have access to Microsoft Word 5.0 or higher. Estimated cost of construction is $2,000,000 to $5,000,000. Area of consideration is restricted to within sixty (60) miles of the VA Pittsburgh Healthcare System, University Drive Division, Pittsburgh, PA 15240. Those interested firms, both small and large, within the area of consideration, shall submit three (3) copies of current SF330 to the attention of: Kathy Policicchio, Contracting Officer, VA Pittsburgh Healthcare System 7180 Highland Drive (04A1-H), Pittsburgh, PA 15206. The NAICS code is 541330 with the small business standard of $4.5 million. Due date for SF330 is February 16, 2006 at close of business (COB) 4:30 p.m.This is not a request for proposal.
