- The US Army, TACOM-ARDEC, Picatinny, NJ on behalf of the Office of the Project Manager Soldier Weapons, has interest in procuring a suppressor for the M4 Carbine & M16 A2/4 Rifle which would improve muzzle control and reduce the weapon signature (i.e. dust, flash, noise and smoke) of the weapon system. Interested vendors will have an equal opportunity to submit technical proposals and bid samples for Army Evaluation. The RFP will clearly state each of the specific system requirements. The Government will invite each offeror to submit fifteen (15) bid samples and technical proposal (at no cost or obligation to the Army) for bid samples testing (BST) and evaluation. The Army BST will evaluate how each candidate meets the Key Performance Parameters and Attributes of each system. An initial basic quantity of fifty (50) M4 Carbine & M16 A2/4 Rifle Suppressor will be procured, to be delivered within thirty (30) days of contract award. RFP will be available for downloading from the following website located at http://procnet.pica.army.mil on or about 01 February 2006. Each offeror may submit one or more proposals for the weapon system identified above. The M4 Carbine & M16 A2/4 Rifle Suppressor provides a suppressor capability that will allow the Soldier to engage targets without being detected. It is desired that the flash from the suppressed weapon be equal to or less that the unsuppressed weapon. The item is envisioned to be a commercial off-the-shelf (COTS) non- developmental item (NDI). The item must currently be in production, developmental items are neither permitted nor desired. The item shall not weigh more than 24 ounces and shall not increase the weapon system length by 7.6 inches. The item shall not require any tools to attach or remove it from the weapon system. The item shall have coatings resistant to abrasion, corrosion, impact, and chemicals. Each suppressor shall be supplied with a heat resistant storage pouch that is MOLLE and ALICE compatible. The pouch shall be heat resistant up to the maximum operating temperature of the suppressor. Each item shall have a unique identifier, UID, data matrix mark in accordance with MIL-STD-130L. The Government respectfully requests that any offerors with a serious interest in submitting a proposal provide advanced notice to David J. DeCandia, Contract Specialist. This information will be used to estimate testing scheduling. Please note that offerors are under no obligation to provide advanced notice. Should any offeror fail to provide advanced notice, said offeror is still eligible to submit a proposal. All proposals received by the closing date and time on the RFP (to be determined) will still be accepted regardless of the offeror???s ability or inability to provide advanced notice.
