Description
United States Army Corps of Engineers - Pre-solicitation Notice of Vendor's sought for Constructions and Construction Related Services: Performance Oriented Construction Activities (POCA) type contract. The Gulf Region Central (GRC) District, Contracting and Program Management offices intends to issue a maximum of five (5) Indefinite Delivery/Indefinite Quantity (IDIQ) Performance Oriented Construction Activities (POCA) type contracts to either or a combi nation of Local Iraqi Nationals, Third Word Nationals, or United States construction firms who are interested in doing business with the US Government in support of the Iraqi Reconstruction Mission. The award of each contract will consist of a twelve (12) month base year and two (2) one (1) year options. Prime Contractor (Contractor receiving an actual award) who are awarded a contract based on this Pre-solicitation Notice, solicitation, and evaluation process must make every attempt to employ not less tha n 80% of the Local National Iraqi labor force from the area in which the work will be performed. To qualify as a member of the local labor force, employees must be a resident of the Governorate where the work will be performed for at least one year. The t ype of projects to be contracted for, solicited, and awarded under the POCA will be so done by Tasks Orders on a competitive bases between the awardees and will be relative to various construction or construction related projects consisting of school renov ations, sewer and water network projects, water distribution and treatment plants repairs/construction/maintenance of power plants, electrical distribution projects, road improvement projects, construction and renovation of police stations and training fa cilities. Force Protection projects, Guard Towers, construction/renovation of hospitals and clinics, etc. within the Camp Victory, Central Baghdad, and the Al Anbar Province of Iraq which are inclusive of Fallujah and Al Asad. Contractors wishing to subm it proposals under the potential award of a contract must be willing to work in all areas of assignment. Contractor's who are not willing to work in these areas should not submit a proposal. Task Orders under these base and options years under these prop osed Indefinite Delivery/Indefinite Quantity contracts will range in U.S. dollars from $25,000.00 to $1,000,000.00. The Request for Proposal (RFP) solicitation shall be issued within fifteen (15) days after the posting date of this Pre-solicitation Notice with proposals due thirty-days (30) thereafter. Proposal evaluation will be based on those proposals which meet the requirements and Instructions to Offerors of the RFP and the Scopes of Work contained therein. Final evaluation will be a consideration of those Offerors whose proposals are within the competitive range as established by the Contracting Officer. This Range will be based on the Governments Independent Cost Estimate for the Sample Project that is to be completed by all Contractors as part of th eir offer. In accordance with FAR 15.101-2 only those proposals which represent the Best Value to the Government in the areas of Technical Merit and Price will be considered for award under this solicitation process. The RFP solicitation will consist of a General Scope of Work (SOW) relative to general construction and construction related projects which will be used to evaluate the offeror's overall Past Performance experience and a Sample Project which will be inclusive of a SOW specifically geared to t he SAMPLE Project, in order to assess the Offerors Actual Experience, Performance Capabilities, Project Management, and Technical Ability. Offerors will be required to submit a Technical Proposal (Volume I) in response to the General SOW and the SOW for t he Sample Project. This can be done as a two (2) part technical proposal. The method of submittal of the Technical Proposal shall be at the discretion of the Offeror as long as the Proposal(s) addresse s both Scopes of Work and affords the Government the ability to fairly evaluate the Offeror's technical capability. Volume II shall consist of a Cost Proposal relative to the Sample Project. The Cost Proposal shall consist of a price breakdown for perfor mance of Sample Project based on the SOW and Bill of Quantities contained in the RFP. The Cost Proposal bottom line price shall be inclusive of overhead and profit rates and cost. Inclusive of the cost proposal shall be information relative to the Offero rs cost accounting, management, or estimating system which is used to develop his cost estimates/prices for bidding on Government projects. The total capacity of contracts award under this one (1) solicitation shall be $300,000,000.00. Each award shall co nsist of a base year and two (2) Options years of $20,000,000.00 each (5 POCAs = 3 years x $20/yr = $300M). Each individual contract award consisting of a base year and two (2) Options years shall not exceed their total capacity of $60M (3 years x $20M = $60M). Awards under this solicitation will be to those companies who provide substantial documentation that they have the Technical Experience and Technical Capability in the performance of same or similar type construction and construction related projec ts within the regions of Iraq or other countries undergoing reconstruction. There will be no Life or Logistic Support provided by the Government to any of the Awardees. Awardees shall be responsible for ensuring the proper badging for all their personne l. Question: Questions relative to the Request For Proposals solicitation will be addressed in a single amendment to the solicitation ten (10) days prior to the proposal due date. All questions after that date will not be addressed. Inquires: All inq uires as to the RFP will not be addressed until after the RFP is released. Therefore, please do not submit any inquires or questions until such time. If so done, they will not be responded to. NOTE: VENDORS ARE EXPECTED TO FOLLOW THE INSTRUCTIONS IN THIS PRE-SOLICITATION NOTICE. THE RFP WILL PROVIDE ALL THE INSTRUCTIONS REQUIRED FOR SUBMITTING YOUR OFFERS. Point of Contact: Sebastain A.
