Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a more detailed solicitation is available on the Vicksburg Consolidated Contracting Office (VCCO) Web Page at http://www.mvk.usace.army.mil/contract/. Hard copies will not be available. Offerors should check the VCCO Web Page often for new solicitations and/or changes (AMENDMENTS) to existing ones. Solicitation Number W912HZ-06-T-0015 is being issued as a request for quotation (RFQ) with the intent to award as a simplified acquisition. The solicitation document and incorporated provisi on and clauses are those in effect through Federal Acquisition Circular 2005-06 Correction. This procurement is 100% small business set-aside under NAICS Code 561730 (SIC 0782) with a size standard of $6,000,000.00. The USACE, Engineer Research and Devel opment Center (ERDC) propose to issue a solicitation to provide grass mowing, trimming and edging at the ERDC, Vicksburg, MS. Specifications are as follows: Grounds Maintenance services are required at the following address: 3909 Halls Ferry Road, Vicksbu rg, MS 39180. Contractor shall maintain the premises, in accordance with the specifications. (Detailed Specifications are available on VCCO website). A Site Visit will be held Monday, 23 January, 2006 at 9:00AM, ERDC, 3909 Halls Ferry Road, Vicksburg, MS 39180. This procurement may be quoted for a Base Year and Four option years. Award shall be made to the responsive and responsible offeror in accordance with the evaluation factors. Proposals will be evaluated on management capability, experience o f firm, past performance and price. The first three factors, when combined, are more important than price. Evaluation of Management Capability " Knowledge and understanding of the requirements as outlined in the PWS. " Adequacy of management plan to meet or exceed the Governments requirement. " Adequacy of proposed management offices and teaming/subcontracting arrangements. " Knowledge and understanding of requirement for Quality Control Program in accordance with PWS. " Provide a detailed plan describing the mowing schedule. Evaluation of Experience of Firm " Adequacy of plan to staff to perform services required in Performance Work Statement. " Ability to staff personnel of skill level categories proposed by starting date of contract. " Experience of key personnel. Evaluation of Past Performance " Past performance of the offeror and demonstrated success in similar work. Past performance is defined as a measure of how well the offeror has performed and satisfied its customers. The Government's evaluation of the offeror's past performance shall be a subjective assessment based upon information supplied by the offeror and i nformation obtained from references. (Note: In addition to information provided in proposals, other sources of past performance information within the Government may be considered and documented on the evaluation forms. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance.) FAR Provision 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The Clause 52.212-2 Evaluation-Commercial Items. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certificati ons-Commercial Items with this offer. The Clause 52.212-4, Contract Terms and Conditions, applies to this acquisition. The Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to t his acquisition.
